(SEC) made a massive shift in stablecoin regulation.In the statement, titled “Cutting by Two Would Do,” the SEC said it would “not object” if a broker-dealer were to apply a 2% haircut on proprietary positions in a payment stablecoin while calculating its net capital. They carried 100% haircuts due to regulatory uncertainty under the Biden-era SEC. In practice, that meant they counted as zero toward regulatory capital. For broker-dealers, holding stablecoins was largely pointless — capital charges were punitive, accounting treatment was messy, and bankruptcy protections were unclear.Moving from 100% to 2% changes everything. It officially solidifies stablecoins like USDC and others as a gold standard for regulation. In the world of broker-dealer capital, 2% is a minimal charge reserved for the safest, most liquid assets, with cash being 0%.
