The Central Intelligence Agency (CIA) has just pulled nearly 20 intelligence reports from the last decade. CIA Director John Ratcliffe and his team say these reports were biased or simply not the right focus for a spy agency, blasting what they call “liberal cultural influences” within the organization. This isn’t the first time Ratcliffe has shaken things up, either; earlier in his tenure, he scrapped diversity, equity, and inclusion programs following President Trump’s orders. 17 intelligence reports, all predating Trump’s current term, have been retracted. Two others are being recalled for some serious revisions. These reports will be wiped from agency databases, making them completely unavailable to U.S. policymakers. It’s an unusual step for the CIA. The Washington Post reported that it saw some of the redacted reports. One delved into the role of women in violent white nationalist groups overseas, while another covered how the coronavirus pandemic impacted access to contraception and family planning in developing countries. These topics were of interest to prior Democratic administrations. It is clear what the agency is going to prioritize going forward A senior CIA official, speaking anonymously, stated that these were inappropriate subjects for the agency to focus on. “There’s absolutely no room for bias of any kind in CIA’s work,” the official said. “So when we find that our tradecraft did not reach that high bar of impartiality, we must correct the record.” However, here is something to note: these 19 reports are a fraction of the 1000s churned out annually. The important thing is who else looked at them. These reports were among 300 reviewed by the President’s Intelligence Advisory Board (PIAB), which gives the president independent advice on U.S. spy programs. A former White House official suggested that the percentage of reports identified as problematic actually shows a lack of pervasive bias. This official worried that the review’s outcome might make career intelligence professionals hesitant to report on subjects the White House might not like. Congressional Democrats and some former intelligence officers, however, argue that this effort is political in itself. Both sides have used reports to ‘prove’ conspiracies or instigate investigations. The senior CIA official specifically called the 2021 assessment on women in white nationalist movements “a prime example of how CIA analysts should not be spending their time.” They argued that this analysis weighed in on foreign political debates about gender roles instead of focusing on actual threats of political violence.  Pretty much the case for the last 20 years or so. This is a noticeable shift; racially-motivated violent extremists were considered a significant security threat under President Joe Biden’s administration. Trump, though, has ended that focus, suggesting that left-wing groups like antifa pose the greatest domestic terror threat.
