Because these kinds of people don't actually want no contact. These kinds of people want to not only be chased but also for them to grovel for forgiveness. They like the idea of holding power over the people they've supposedly gone no contact with. That's why it upsets them when the people they gone no contact with move on with their lives and exclude them from big decisions in their lives because it shows they're not being chased or even longed for.
