The issue is that she wants the public to raise fund for her so she can buy a baby. The spin on why she wants to buy an infant first is bc she is new to parenting and will teach her how to raise a teen. Yeah, taking care of an infant will give teach you how to take care of an older child. Basically, she wants a baby and is using the foster part to draw in support, imo.
