The Government of Malta will be implementing a recommendation made by the Court of Magistrates for the creation of a single central entity to handle reports of dangerous structures.This entity will be responsible for receiving and coordinating reports about government buildings, private properties, fortifications, cliffs, and abandoned sites that may pose a danger to the public. The aim is to allow for quicker action while also making it easier for people to submit urgent reports about unsafe buildings at risk of collapse.This measure will complement the reforms already introduced in this legislature to strengthen safeguards in the construction sector.The government received this recommendation through the inquiry acts 522/2025 following the tragic incident at Munxar in Marsaskala, where Mirabelle Falzon lost her life on 19 July 2024. The government once again expressed its condolences to the Falzon family.Independent experts leading the inquiry noted that the coastal area in question consists of naturally fragmented and unstable rock that has been suffering from accelerated erosion in recent years. Technical photographs (“orthophotos”) confirmed that this process has worsened recently, negatively impacting parts of the Riħama Battery.A separate geological report highlighted that coastal retreat in the area is primarily driven by natural forces such as wave action, tidal currents, and storm surges. The experts noted that the coastline’s composition, layers of quaternary deposits over globigerina limestone, makes it especially vulnerable to weathering, water infiltration, and salt crystallisation, all of which accelerate erosion and instability.The experts concluded that in this case, part of the cliff face detached and collapsed, causing the fatal accident. They stressed that the cliff remains in inevitable retreat and has long shown signs of degradation.The government also noted that earlier this year, fencing was installed to block pedestrian access to the site where the incident occurred, and warning signs against swimming in the area were put up.•
