These include providing legislative drafting training to officials, introducing AI-based recording and translation systems similar to those in the Lok Sabha, and organising state-wide conferences to promote the core principles of the Constitution. Additionally, the Speaker outlined plans to enhance the research wing, expand the MLA hostel, and establish a new dispensary to better serve the needs of legislators and staff.Speaking about the future of the Vidhan Sabha, Kalyan emphasised that “these reforms would further enhance the legislative process and make the Assembly more transparent and accessible to the public.”Reflecting on the just-concluded Monsoon Session, Kalyan called it “historic in every sense” for setting new standards in parliamentary traditions. “The session concluded in a positive environment. Over the course of four days, the session had 21 hours and 8 minutes of proceedings, symbolising 120.37 per cent productivity. During this session, a total of seven Bills were passed, and several important issues were discussed by the members,” the Speaker added.In a press conference held on Saturday at Haryana Niwas in Sector 3, Chandigarh, Kalyan informed that the “Monsoon Session was held from August 22 to August 27. On the first and second days, 71 members were present, 72 members on the third day, and 70 on the fourth day, excluding the Chief Minister, Speaker, Deputy Speaker, and Ministers. The members participated in debates with discipline and seriousness, bringing the dignity of the House to new heights. The 30 BJP members spoke for 99 minutes, 34 Congress members for 129 minutes, two INLD members for seven minutes, and three Independent members for 10 minutes. In the Question Hour, the members were very active, with 307 starred questions submitted by 53 members. Out of these, 194 questions were accepted, and 56 were discussed in the House. Additionally, 132 out of 160 unstarred questions were accepted. Under the category of Attention Notices, a total of 40 notices were received, of which 11 were accepted. Issues like waterlogging, CET exam procedures… increase in collector rates, and problems faced by athletes were among the key topics discussed. Out of the suspension motions, one was accepted, and on August 26, a 3-hour-and-35-minute-long discussion took place, in which Chief Minister Nayab Singh Saini responded for 67 minutes,” Kalyan told media persons.“During this session, three government resolutions were passed, including one on the 350th martyrdom anniversary of Guru Tegh Bahadur Ji, an appeal to media outlets to stop glorifying crime, and the withdrawal of a criminal bill. Seven significant bills were also passed, including amendments to the Members’ Salary and Allowance Act, amendments to the Backward Classes Commission, and amendments to the GST.“The session also saw a large audience participation, with 1,585 people visiting the assembly, including 842 students, 281 from the Speaker’s gallery, and 462 from the public gallery. Several unique initiatives took place during the session. For the first time, His Excellency the Governor, Prof Ashim Kumar Ghosh, visited the Legislative Assembly and was given a grand welcome. Guidelines were issued to ensure live broadcast of the proceedings on TV channels.
