normalnormalnormalIn a significant development for India’s skill ecosystem, the National Council for Vocational Education and Training (NCVET), under the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, has signed a Memorandum of Understanding (MoU) with Haryana Knowledge Corporation Limited (HKCL). Under this agreement, HKCL has been recognised as a ‘Dual Category’ awarding body at the national level.With this recognition, HKCL is now authorised to deliver training, assessment, and certification for various qualifications aligned with the National Skills Qualification Framework (NSQF). The organisation will implement these functions through its authorised campuses and approved training centres across the country. Importantly, under the dual recognition framework, HKCL is also empowered to conduct assessments, further strengthening its operational autonomy and institutional credibility.MoU Signed in Presence of Senior OfficialsThe MoU was signed in the distinguished presence of Debashree Mukherjee, Secretary, MSDE and Chairperson, NCVET, and Ashok Kumar Gaba, Executive Member, NCVET. On behalf of NCVET, Lt. Col. Vikram Singh Bhatti signed the agreement, while Abhijeet Kulkarni, Managing Director & CEO, represented HKCL. The occasion was also attended by Ashish Kumar, programme coordinator, and Vikas Bishnoi, business analyst, from HKCL.Boost to Skill Development EcosystemThe recognition is aligned with NCVET’s quality-driven and industry-orientated regulatory framework. Leveraging its inclusive education model and robust academic foundation, HKCL aims to accelerate initiatives in skilling, reskilling, and upskilling across diverse sectors. The programmes offered by HKCL are designed in alignment with the National Credit Framework (NCrF), enabling learners to acquire industry-relevant competencies while earning academic credits. This approach ensures seamless integration of vocational education with mainstream learning pathways and prepares youth for the evolving demands of the modern workforce.Expanding Opportunities for Youth and Underserved CommunitiesThis initiative is expected to significantly enhance employment opportunities for youth, women, and underserved communities.
