Nayagaon civic body executive officer faces fresh allegations

The latest controversy involves Kansal village, which falls within the Nayagaon Municipal Council’s jurisdiction. The officer has been accused of siding with a club operator and allegedly pressuring a complainant to withdraw a complaint filed against the club.The complainant, P S Bhinder, has submitted a written complaint to Mohali Deputy Commissioner Komal Mittal, claiming that around 7:42 pm on October 1, he received a WhatsApp call from EO Ravneet Singh, who allegedly tried to persuade him to take back his complaint, citing the influence of the club owners. Bhinder alleged that during the nine-minute conversation, the officer appeared to be speaking on behalf of higher authorities, giving the impression that the DC herself had directed him to deliver the message. Bhinder questioned how the very officer responsible for taking action on his complaint was instead advocating for the accused, and demanded an immediate inquiry into the matter.The backgroundOn September 30, 2025, the Sukhna Enclave Residents Welfare Association (RWA) had lodged a formal complaint with the Mohali DC, alleging that a man, Sagar Dhoon, was running a pickleball club on residential plots within the Sukhna Enclave, Kansal. The complaint stated that the construction of the club was illegal, and conducting commercial activity in a residential area violated existing norms. The RWA mentioned that they had previously requested Dhoon to stop such activities peacefully, but he ignored their appeals. Subsequently, they approached the administration for action. It was after this complaint, Bhinder claims, that EO Ravneet Singh allegedly called him to withdraw the case.Contempt petition already filed against officialsThe Punjab and Haryana High Court had already imposed a complete ban on construction in Kansal village, calling it part of the Sukhna Lake catchment area. The court had taken suo motu cognisance of a 2009 letter by Gautam Sharma, and in 2020, enforced a total prohibition on construction activities there. Despite this, illegal colonies, banquet halls, and commercial buildings continue to mushroom in the area.Due to persistent violations, a contempt petition has now been filed in court against DC Komal Mittal, Mohali SSP Harmandeep Singh Hans, EO Ravneet Singh, and SHO Satnam Singh. The next hearing is scheduled for November 17, 2025.Officials respond“The complaint has come to my notice. There are three to four such constructions ongoing in Sukhna Enclave. I have directed the executive officer to conduct an inquiry. As for the allegations against him, I am not aware of any such thing yet. If found true, action will be taken accordingly,” said DC Mittal.EO Ravneet Singh denied the charges, saying, “The complaint is pending with Mohali DC. I will act according to her directions. The allegations against me are false.
