This is a huge surprise to me. (We see very much the opposite in news videos.) This appears to be systemic, since judges and other decision makers rubber stamp any of it despite the public's apparent objections. I think it reasonable, if lawmakers break (and/or enable breaking) the existing laws, that the public feel confused and/or betrayed.
