Where is the choosing aspect? A choosing beggar is a play on the expression beggars can't be choosers, i.e. if you ask someone for something for free, you're in no position to be making demands on how it's given etc or rejecting it. This person is just a beggar (a bloody cheeky, delusional one, I'll give you that) but not a chooser
