Vedanta Chairman Anil Agarwal has stated that NGSL, a joint venture between NTPC and GE, held full responsibility for the operations and maintenance of the Chhattisgarh power plant. An explosion at the plant on April 14 killed 25 workers. Agarwal drew an analogy to vehicle owners trusting drivers for safety.
