Why, then, is the government now bundling it with a rushed delimitation exercise — proposing a 50% seat expansion on the back of 2011 data, even as a fresh Census process has just started, and when the Model Code of Conduct is in place in States where the BJP itself is a contestant? The geometry is transparent: if the Bill fails, the Opposition becomes anti-women; if it passes, the BJP claims credit for a law it already enacted.
