By Mulengera ReportersOn Friday, President was supposed to close the government performance conference which was held at Speke Resort Munyonyo. However, his coming was called off at the last minute. This was after intelligence information was obtained to the effect that some of the LC5 Chairpersons in attendance were aggrieved and intended to controversially use the event as a platform to demonstrate their aggrievement and displeasure. They are angry that President has, for years, refused to honour his promise to enhance their remuneration as is the case with MPs and categories of public officials. They feel that they are being taken for granted by Gen Museveni yet they play a very big role in service delivery through the almost 150 Local Governments which they are elected to lead as political heads. Those who intended to demonstrate intended to humiliate Gen Museveni and make him realize that it’s not good politics to keep pampering only Members of Parliament (concerning their welfare needs) while disregarding them (district bosses) yet they too are elected leaders who are loyal to the Movement. The LC5 chairpersons are furious that, whereas the MPs already earn an average of Shs30m per month, in their case, they have for years stagnated at mere Shs1.5m as monthly salary. They believe that Gen Museveni’s talk that they must be patriots ready to sacrifice while remaining patient, because the country doesn’t have money, is untruthful since there is always big money to be given to gratify MPs, including the Shs100m Gen Museveni personally announced for them just last week as his contribution to them to enable them meet swearing-in ceremonies-related expenses. This latest windfall of Shs100m for the MPs, who majority citizens see as nothing doers, only intensified resentment among the LC5 Chairpersons who saw the Munyonyo event as the perfect timing to demonstrate displeasure while at the same time politically humiliating the President. The Chairpersons are equally aggrieved by the fact that even RDCs, who are already earning better than them, are going to have an even more generous monthly salary increment effective July this year. The full RDC is to earn Shs12m, his deputy Shs9m and the assistant RDCs will be pocketing Shs7m per month. When the President learnt of the planned ambushing by the disgruntled LC5 Chairpersons, he decided to pull out of the event even after members of his advance team had already arrived at Munyonyo and his intended sitting position had already been secured. Prime Minister Robinah Nabbanja, who two days earlier had presided over the opening ceremony, was unleashed to stand in for the big man from Rwakitura and indeed it was her who presided over the closing ceremony.
