He directed Deputy Commissioners to hold meetings with all political parties and ensure that they are fully apprised of the provisions of the Model Code of Conduct. He also stressed maintaining transparency at every stage of the election process and ensuring robust law and order arrangements.The Commissioner said that voter convenience must remain the top priority. Necessary facilities should be ensured at every polling station, while help desks must be established to provide booth-related information and assistance to voters. He also directed that special arrangements be made for senior citizens, persons with disabilities and women voters.He directed officers to maintain strict surveillance along inter-state borders, particularly areas adjoining Uttar Pradesh. Police checkpoints should remain alert round the clock to prevent the movement of illegal liquor, cash, gift items or any other inducements.Clear Guidelines for Candidates and Political PartiesIssuing clear directions for political parties and candidates, the Commissioner said seeking votes on the basis of caste, religion, language or community is strictly prohibited. Strict action will be taken against the use of religious places for election campaigning. Prior permission will be mandatory for rallies and public meetings, while officers were directed to develop a single-window system for issuance of no-dues certificates.He further clarified that criticism of opponents must remain confined to policies and performance, and personal allegations or misleading propaganda should be avoided.He said bribing voters, intimidation or offering any inducement to influence voters is a punishable offence. Public meetings will remain prohibited during the 48 hours preceding polling, while campaigning within a radius of 100 metres of polling stations will be completely banned.The Commissioner further directed that sale, distribution and consumption of liquor shall remain totally prohibited. Candidates should also sensitise their supporters in this regard.Regarding private property, he said putting up posters, banners or writing slogans on any property without permission is prohibited. Damaging campaign material of rival parties will also invite strict action.Directions for Public Meetings and ProcessionsThe Commissioner said prior intimation to and permission from the local administration and police would be mandatory for organising meetings and processions. Organisers must ensure that traffic is not disrupted and the public does not face inconvenience.If more than one procession is proposed on the same route, necessary coordination should be ensured. Organisers must also maintain control over participants. Provocative acts, effigy burning or any activity likely to create disorder shall remain strictly prohibited.He directed that candidates must issue identity cards to their authorised agents. Unnecessary crowding around polling stations should be avoided, and no campaign material or food arrangements should be made at camps near polling centres. Only valid pass holders will be permitted entry into polling stations.Issuing stern directions to government officers and employees, the Commissioner said no employee shall work in favour of any political party or candidate. Use of government resources, vehicles and funds for election campaigning is completely prohibited. Ministers shall not combine official visits with election campaigning, nor announce new schemes, lay foundation stones or inaugurate projects during this period. Nayab Singh Saini has introduced key welfare initiatives for traders and extended the last date for registration under these schemes to May 31, 2026.The State Government has operationalized two major schemes — the Chief Minister Traders Group Personal Accident Insurance Scheme and the Chief Minister Traders Compensation Scheme — aimed at providing financial protection and support to registered traders in case of unforeseen events.Under the Chief Minister Traders Group Personal Accident Insurance Scheme, traders will be provided financial assistance of ₹5 lakh in case of loss of life or permanent disability due to an accident. The scheme offers affordable coverage with a nominal registration fee of ₹50, and applications can be submitted through an online portal.Under the Chief Minister Traders Compensation Scheme, financial assistance will be provided to compensate for losses incurred by traders due to incidents such as fire or natural disasters that result in damage to stock. Registered traders will receive compensation based on their annual turnover, ranging from ₹5 lakh to ₹20 lakh, through the Haryana Government Security Trust.As per the eligibility criteria, traders with an annual turnover of up to ₹20 lakh will be entitled to assistance up to ₹5 lakh with a registration fee of ₹100. Traders with turnover between ₹20 lakh and ₹50 lakh will be eligible for assistance up to ₹10 lakh with a registration fee of ₹500. Those with turnover between ₹50 lakh and ₹1 crore can avail assistance up to ₹15 lakh with a registration fee of ₹1,500, while traders with turnover between ₹1 crore and ₹1.5 crore will be eligible for assistance up to ₹20 lakh with a registration fee of ₹2,500.Traders can apply for these schemes online through the official portal http://htwbhry.in. She said that both procurement and lifting operations are progressing smoothly.She further informed that biometric machines have been installed at multiple locations in the mandi to enable farmers and arhtiyas to complete verification conveniently. In addition, several mobile points have been set up for issuing gate passes to avoid overcrowding.She stated that all necessary amenities are being provided to farmers in the mandi, while directing officials to ensure that no inconvenience is caused to them. She issued clear instructions that payments for procured crops must be credited to farmers’ bank accounts within 72 hours.She further informed that procurement at the Barwala grain market is being carried out by HAFED and the Haryana State Warehousing Corporation (HSWC). Directing the agencies to expedite the lifting process, she was assured by officials that lifting would exceed 80 percent by next week.Subsequently, Dr. Sumita Misra who also holds the charge as Additional Chief Secretary, Health and Family Welfare Department, conducted a surprise inspection of the Primary Health Centre (PHC) at Batour. She interacted with patients to gather feedback on the healthcare services being provided at the facility.She examined the doctors’ attendance register and reviewed the daily patient footfall in the OPD. She further inspected the General OPD, Ayurvedic OPD, Nursing Station, Labour Room, and Dental OPD, and interacted with patients, doctors, and paramedical staff.Tight Monitoring for Local Body Elections; State Election Commission Appoints General, Police and Expenditure ObserversHaryana State Election Commissioner Devinder Singh Kalyan has announced the appointment of General, Police and Expenditure Observers to ensure that the upcoming local body elections scheduled for May 10 are conducted in a free, fair, transparent and peaceful manner, along with strict enforcement of the Model Code of Conduct.The Commission has deployed senior IAS, IPS and HCS officers on “deemed deputation” and assigned them to Ambala, Panchkula, Sonipat and other concerned districts to monitor every stage of the election process.These observers have been assigned responsibilities across three key categories to oversee all aspects of election management. General Observers, who are senior IAS/HCS officers, will function as representatives of the Commission at the ground level. They will supervise the randomization of EVMs and polling personnel, oversee the nomination process and scrutiny of nomination papers, ensure availability of basic facilities at polling stations, and directly report any irregularities or attempts to influence voters to the Commission.Police Observers, who are senior IPS/HPS officers, will monitor law and order and security arrangements. They will assess the sensitivity of polling stations, review deployment of police forces and Home Guards, ensure strict enforcement of prohibitory orders on liquor and arms, and oversee the single-window system for granting permissions for rallies and use of loudspeakers.Expenditure Observers, who are DETC officers, will work to curb the influence of money power in elections. They will monitor candidates’ daily expenditure registers, coordinate with Static Surveillance Teams and Flying Squads to prevent movement of illegal cash or inducements, and ensure adherence to prescribed expenditure limits.All these observers will remain deployed in their respective districts until the completion of the counting process on May 13, 2026. For the convenience of the public, the contact details of these observers along with their local addresses of stay will be published in local newspapers and on the websites of the respective district administrations. Shambhu as Sub-Divisional Officer (Civil), Shahbad, against a vacant post with immediate effect.Transfers of Officials and Employees Engaged in Census Put on Hold No Transfers Till March 31, 2027The Haryana Government has decided to impose a ban on the transfer or posting of officers and employees associated with Census-2027 work till March 31, 2027, to ensure the smooth conduct of the census exercise.Necessary directions in this regard have been issued to all concerned departments by Chief Secretary Anurag Rastogi.As per the State Government’s decision, officers and employees deployed for Census-2027 or those directly under its administrative control will not be transferred till March 31, 2027.The order will be applicable to IAS/HCS officers, Tehsildars, Naib Tehsildars, District Revenue Officers, and officials of the Education Department, Urban Local Bodies Department, Economic and Statistical Department, and Information, Public Relations and Languages Department.The State Government has directed that these orders be communicated to all concerned officers and employees and ensured strict compliance.It is noteworthy that officials have been appointed at various levels for the census exercise. Financial Commissioner, Revenue & Disaster Management Department, Dr. Sumita Misra said that it has designed to eliminate delays, curb malpractice, and make government service delivery more citizen-friendly across the state.The Citizen Helpdesk will function as a single-window platform where residents of Haryana can lodge complaints related to a wide range of issues, including delays in token approvals, technical glitches in the online registration system, paperless registration problems, corruption, harassment by officials, or any other form of malpractice in accessing government services, particularly those related to property registration.Dr. Misra informed that citizens can reach the helpdesk through two channels — by calling the dedicated landline number 0172-271-1693, or by writing to the official email address helpdesk-rev@hry.gov.in. The helpdesk will be operational on all working days, Monday to Friday, from 9:30 AM to 5:30 PM.Once a complaint is lodged, an auto-generated unique complaint number will be shared with the complainant on their registered mobile number. This mechanism ensures real-time tracking and brings transparency to the grievance redressal process, allowing citizens to follow up on the status of their complaints without having to visit government offices repeatedly.Strict Timelines to Enforce AccountabilityOne of the most notable features of the initiative is the introduction of clearly defined service timelines. Under the new system, if a registration token is not approved within five days, citizens are entitled to directly escalate the matter to the helpdesk. Token holders who face undue delay at any stage are also encouraged to reach out immediately.
