If they're asking on the internet, it's not in a cage. Shelters don't look for such ads. They're asking other people, who have a kitten or a litter to give away. It isn't about being poor; it's about being responsible, and whether the person is also looking to feed their snake or large reptile. It is brutal out there, which is why it requires an objectivity before giving a living creature to a stranger.
