It’s not just the tourist areas. I was visiting family in Portugal in a tiny town far from any tourists, and their small cafe had a tip jar this summer for the first time as far as I can remember. My grandparents have lived in that village for years. Same with my friends in Grenoble. Same with friends in Germany. I expected it in just the tourist areas, but this hasn’t been my experience. It’s all over.
