AIIMS suspends department head over harassment complaint by nursing staff

Bisoi was suspended by the Ministry of Health and Family Welfare for his unlawful Acts.The All India Institute of Medical Sciences (AIIMS) has suspended Dr AK Bisoi as the head of its Cardio Thoracic and Vascular Surgery (CTVS) department following a complaint of harassment by a female nursing officer.This comes after the AIIMS Nurses Union filed a complaint with AIIMS Director Dr M Srinivas, accusing Dr Bisoi of using “abusive, vulgar and sexist” language against the female nursing staff.The Director has assigned the charge as the CTVS head to Dr V Devagourou with immediate effect, till further orders, said officials.The Indian Express reached out to Dr AK Bisoi, seeking a comment over the allegations, but he did not respond.In a series of complaints addressed to the Prime Minister’s Office and the AIIMS Director, the union said: “Dr Bisoi has been repeatedly using vulgar, unprofessional, and derogatory language targeting, the female nursing staff and the nursing fraternity at large.”“We have received information from reliable sources that during his morning rounds, Dr AK Bisoi intimidated nurses by openly threatening that he would teach a lesson to all those who had complained against him. This is nothing short of retaliation and amounts to workplace bullying, creating a hostile environment where nurses fear reprisal for raising genuine concerns,” the complaint said.The union said that Dr Bisoi threatened to remove the complainant nurse from her clinical posting in retaliation. “This is a clear misuse of authority and a blatant attempt to suppress the voices of women who have come forward against harassment. It is deeply shameful that female employees of this great institution are being harassed, humiliated, and intimidated by the very person entrusted with leading a department. Apart from this, we have received various information regarding his habitual offensive remarks during rounds in ICU and in Operation Theatre against nurses, which shall not be used at any point of time by a government employee,” the complaint added.Story continues below this adSources said an enquiry committee has also been formed to look into the allegations. However, AIIMS (Professor) in charge of media, Dr Rima Dada, did not respond to the query on the enquiry committee’s decision.The union had demanded suspension and immediate removal of Dr Bisoi from his post and a time-bound impartial inquiry into all complaints of harassment, intimidation, and misconduct.This is not the first time that an action has been initiated against Dr Bisoi. In 2019, he was accused of harassment by three senior nursing officers for which the institute had also formed an enquiry committee. In 2012, he was suspended from the post of Head and Chief of the Department of Cardiovascular And Thoracic Surgery for alleged medical negligence that led to the death of a 12-year-old boy.In the complaint to PMO last week, the union said that in March 2009, Dr A.K. Bisoi was suspended by the Ministry of Health and Family Welfare for his unlawful Acts. “In 2019, he was involved in acts of harassment towards female nurses and objected to the “Namaste Campaign” initiated by the Infection Control Team. Although a committee was constituted to investigate the matter, no strict action was taken against him. It was also brought to the notice of the Director AIIMS – New Delhi that Dr A.K.
