The Electoral Commission has officially declared Minister of State for Energy and Mineral Development, Phiona Nyamutoro, as the unopposed Woman Member of Parliament for Nebbi District in the 2026 general elections. The announcement comes after the Commission nullified the nomination of National Unity Platform (NUP) candidate Mercy Rebecca Abedican, who was Nyamutoro’s only remaining challenger.According to an EC ruling dated November 13, 2025, and signed by EC chairperson Justice Simon Mugenyi Byabakama, Abedican failed to meet the legal nomination requirements. The Commission found that her two seconders, Godfrey Ongiera and Jimmy Bediic, disowned the signatures submitted in her endorsement forms. The commission, having made the above observation, in its meeting of November 7, 2025, under MIN. COMM 040/2025, resolved that candidate Abedican Mercy Rebecca was not eligible for nomination to contest for Woman Member of Parliament, Nebbi District, since she failed to comply with the said provision of the law. Minister Phiona Nyamutoro says she’s not a celebrity despite public recognitionNyamutoro’s path to the 2026 ballot had already been strengthened earlier in July when she secured a landslide victory in the NRM primaries, defeating incumbent Agnes Acibu.
