Addressing the gathering, he said that the soul of India resides in its villages and that the path to progress lies through cooperation. He said that this year is being celebrated as the Year of Cooperatives, and the event will play a key role in achieving the vision of prosperity through cooperation and self-reliance. The Chief Minister urged the youth to shed traditional mindsets, form cooperatives, and transform them into global brands through the power of Digital India.The Chief Minister said that we must remember the millions of people who, through their small savings and collective strength, built a robust cooperative movement. Today, India is the world’s fourth-largest economy and is rapidly moving toward becoming the third largest. Cooperatives, he said, are vital to achieving this goal. He recalled that in 2014, Prime Minister Narendra Modi pledged to strengthen the cooperative sector and, for the first time in history, established a dedicated Ministry of Cooperation. Carrying forward the Prime Minister’s vision, the state government has resolved to turn cooperatives into a mass movement.*State Making Progress in the Cooperative Sector*Chief Minister Nayab Singh Saini said that Haryana is steadily advancing in the cooperative sector. RuPay Kisan Credit Cards have been issued to more than 3,00,000 farmers across the state through 19 District Central Cooperative Banks. Additionally, 21 PACS centers have been selected for the construction of warehouses. He said that no interest is charged on crop loans for members of primary cooperative societies who repay on time. So far, this scheme has provided interest relief amounting to Rs 1,223 crore to 531,652 farmers. HAFED is setting up a mega food park in Rohtak at a cost of approximately Rs 180 crore under the Central Government’s Mega Food Park Scheme. Meanwhile, Sugarfed’s 10 cooperative sugar mills are operating at nearly 93 percent capacity.*Steps Being Taken to strengthen Cooperative Societies*Chief Minister Nayab Singh Saini stated that continuous efforts are underway to strengthen cooperative societies. To modernize the system and make the cooperative sector more transparent and competitive, 710 PACS are being computerized, of which 475 have already been converted into e-PACS. Model bylaws for PACS have also been developed. He added that the world’s largest grain storage scheme has been launched, under which large warehouses are being constructed by cooperative societies in every block across the country. Farmer Producer Organizations are also being given renewed momentum by linking them with these cooperative institutions. The Chief Minister urged the people to pledge to make the spirit of cooperation an integral part of their lives. We will work together and support each other to make Haryana the most prosperous, happy, and cooperation-oriented state in the country, he said.Earlier, Chief Minister inaugurated the program by hoisting the cooperative flag and later inspected various stalls set up near the venue.*Haryana to connect every household with Cooperatives under the leadership of the Chief Minister – Dr. Arvind Sharma*Cooperation Minister Dr. Arvind Sharma said that the tradition of working together has long existed in villages and communities, and this spirit forms the foundation of cooperation. He said that when Prime Minister Narendra Modi established the Ministry of Cooperation in 2021, he pledged to connect every household with the cooperative movement. To achieve this objective, Union Home and Cooperation Minister Amit Shah introduced a new cooperative policy and laid the foundation for the country’s first cooperative university. He added that Haryana, under the leadership of Chief Minister Nayab Singh Saini, is working diligently to connect every household with cooperatives. He emphasized that the digitization of PACS has brought greater transparency to the system. Today, PACS are not only functioning as lending institutions but are also providing opportunities for youth, farmers, and women to become self-reliant through 25 different types of projects. He announced that the road from GT Road to Badkhalsa, stretching from Naggal Kalan to Manauli village, will be renamed Dada Kushal Singh Dahiya Marg. The Badkhalsa Community Centre will also be named after Amar Shaheed Dada Kushal Singh Dahiya, and the Shahidi Samarak of Dada Kushal Singh Dahiya in Badkhaalsa village will be renovated.The Chief Minister announced the establishment of a skill development park for women and youth in Deepalpur village on Gram Panchayat land at a cost of Rs one crore. He further announced the construction of a community centre in Deepalpur village, costing approximately Rs 65 lakh, along with a grant of Rs 31 lakh for the Badkhaalsa Memorial.The Chief Minister added that 25 kilometers of roads in the Rai Assembly constituency will be paved under the Khet-Khalihan Yojana. He announced the elevation of the road between Malikpur and Tajpur, repairs to the road from Biswa Mill to Barot Chowki through contractor, and the beautification of the pond along the Malikpur–Tajpur route. The Pond Development Authority will inspect various ponds in the constituency’s villages and undertake expansion and beautification as required.He further announced that, subject to land availability, an urban health centre will be constructed in Kundli. Drinking water for Bahalgarh residents will be provided by linking the rainywell in Jajal village. In addition, a sewage treatment plant (STP) will be constructed on the land available for it in Khevda village.*Kushal Singh Dahiya’s sacrifice stands as a symbol of courage, bravery, and self-respect*Expressing gratitude to the large gathering present at the state-level event, Chief Minister said that Dada Kushal Singh Dahiya sacrificed his own head to ensure the safe delivery of the sacred head of Sri Guru Tegh Bahadur Ji to Anandpur Sahib. He said that the primary objective of this state-level event is to spread awareness about the sacrifice and dedication of Dada Kushal Singh Dahiya, so that the younger generation may draw inspiration from his life and develop a deeper sense of devotion toward religion, society, and nation. He added that the Badhkhalsa Memorial Complex in Rai is being developed as a national-level inspiration center, ensuring that future generations continue to be motivated by this great sacrifice.Highlighting Haryana’s proud legacy of valor, the Chief Minister said that this sacred land has always been a cradle of courage. It was here that Lord Krishna delivered the divine teachings of the Bhagavad Gita to Arjuna on the battlefield of the Mahabharata. As part of these commemorations, four Nagar Kirtan Yatras are being taken out across Haryana, covering the entire state. These yatras will culminate in Kurukshetra on November 24. Sudarshan Singh Sehgal, and other officers also remained present.*Haryana Government Issues Fresh Guidelines for Handling Service Matters of Common Cadre Group-D Employees*The Haryana Government has issued comprehensive instructions to streamline the process of compassionate appointments, resignations, disciplinary proceedings, and transfer/posting cases of Common Cadre Group-D employees across all state departments. An order in this regard has been issued by Chief Secretary Sh. Anurag Rastogi.As per the Haryana Group-D Employees (Recruitment and Conditions of Service) Act, 2018, the service conditions of all individuals appointed to any Group-D post on or after March 28, 2018, will be governed under the provisions of this Act. Further, as per the Haryana Government Gazette notification dated December 21, 2023, the Director General, Human Resources Department, has been designated as the “Appointing Authority” under Section 2(a)(1) of the Act.The government has now decided that all matters relating to compassionate appointment, resignation, disciplinary proceedings, and transfer/posting of Common Cadre Group-D employees, where the appointing authority is the Director General, shall be referred to the Directorate of Human Resource, Haryana, for further action and orders.For compassionate appointments, cases will be examined strictly in accordance with the Haryana Compassionate Financial Assistance or Appointment Rules, 2019, and will be verified by the HSAS Cadre Officer along with recommendations from the concerned Head of Department. Resignation cases of employees appointed on or after March 28, 2018, must be forwarded through the respective controlling authority or department.
