The Chief Minister directed officials to prepare the Detailed Project Report (DPR) for this project at the earliest. He said that the underpass will not only ease traffic pressure around the metro station but also facilitate movement on routes connecting to the Delhi-Jaipur National Highway. The project will greatly benefit local residents, office commuters, and travellers, strengthening the city’s overall traffic network. Shree Sheetla Mata Medical College to be Operated on PPP Mode; Construction of Civil Hospital to Begin SoonDuring the meeting, detailed discussions were held on health-related development projects in Gurugram district. The Chief Minister reviewed the progress of the proposed Civil Hospital and the operation of Shree Sheetla Mata Medical College. It was decided that a high-level committee will be constituted to explore the operation of Shree Sheetla Mata Medical College under the Public-Private Partnership (PPP) mode. The Chief Minister said that strengthening quality healthcare services and modern medical infrastructure is among the top priorities of the government. He directed officials to expedite the completion of these projects to ensure better healthcare facilities for the general public. He further said that the construction work of the Civil Hospital should be started without delay, incorporating suggestions given by Union Minister Rao Inderjit Singh and Cabinet Minister Rao Narbir Singh into the hospital’s design. Major Sewer Lines to be Transferred to GMDAMunicipal Commissioner of Gurugram Pradeep Dahiya presented a key proposal during the meeting. He informed that the maintenance of sewer and drainage lines above 600 mm laid along GMDA’s master roads is currently handled by the Municipal Corporation, but these need to be transferred to GMDA. He added that bringing these larger sewer lines and drains under GMDA’s integrated management system would enhance the efficiency and coordination of the city’s drainage and sewerage networks. Presenting a detailed report, he stated that transferring networks such as the 900 mm and above lines from Bus Stand to CRPF Chowk, Sector 4 to Lakshman Vihar Dividing Road, Old Delhi Road, Jyoti Park, Sector 4/7 to MPS, and Basai Road to GMDA would significantly improve the city’s infrastructure performance. Farmers are now earning from crop residue instead of burning it,” Rana said, crediting awareness campaigns, incentives, and new technology for this transformation.Farmers across Haryana are now using stubble in biofuel plants, animal feed, compost, and paper production—converting what was once an environmental hazard into a steady source of income.The minister said the government has distributed free decomposer wettable powder—one packet per acre—for 75,000 acres in the first phase. The decomposer helps turn crop residue into nutrient-rich compost, improving soil fertility, reducing fungal diseases, and cutting the use of chemical fertilizers by 20–30 per cent.In addition, 1,882 Happy Seeders and Super Seeders have been given to farmers on subsidy, enabling direct wheat sowing without removing paddy stubble.Rana said that many progressive farmers have reported an increase of 3–5 quintals per acre in wheat yield and substantial savings on urea costs.To encourage farmers who avoid stubble burning, the government is providing ₹1,200 per acre to 1.87 lakh farmers covering 16.31 lakh acres, with plans to raise the incentive further.“Stubble should be seen as treasure, not smoke,” Rana remarked, adding that cleaner air and richer soil are replacing the winter smog that once choked Delhi and NCR.Countering the Opposition’s claims of Minimum Support Price (MSP) lapses, Rana called the allegations “baseless political noise.”“There isn’t a single farmer in Haryana who has been denied MSP. Haryana is the only state where all 24 crops are procured at MSP,” he asserted.He said the Saini government’s MSP policy had become a model for the country, ensuring fair prices for all crops—from paddy and wheat to millets and oilseeds.So far, around 60 lakh metric tonnes of paddy have been procured this kharif season, with “every single grain purchased at MSP.” Early procurement, better mandi management, and efficient logistics have ensured that even small and weather-affected farmers faced no distress sales, Rana said.“Other states should follow Haryana’s model to solve farmers’ problems overnight,” he added.Taking a swipe at the Congress, the minister said, “During their rule, farmers were left struggling—without the support they deserved.”Rana also announced a major digital reform to curb fertilizer black marketing. The state has linked fertilizer distribution to the ‘Meri Fasal Mera Byora’ (MFMB) portal.“Now, every bag of fertilizer goes directly to the farmer according to their crop details. This transparency ensures there’s no diversion or hoarding,” he explained.The minister said Haryana currently has adequate fertilizer stocks and assured that “no field in Haryana will remain unsown due to fertilizer shortage.”The government has also launched raids and monitoring drives to prevent black marketing and is encouraging a shift toward natural farming to reduce dependence on chemicals.“The government stands firmly with every farmer. This IT Cell will also serve as backend support to ensure the smooth, paperless operation of registries across the state by addressing last-minute glitches and providing necessary technical assistance, Dr. Misra added.She stated that the newly established IT cell will undertake the crucial responsibility of monitoring uninterrupted revenue services on various government portals including Web Halris, Jamabandhi, E-Bhoomi, and e-Kshatipurti. Additionally, the document upload limit on the portal has been enhanced from 10 MB to 40 MB to accommodate larger files and improve user convenience.In a significant development aimed at reducing inconvenience to applicants, a new “Revert with Objection” feature will be introduced from November 12, 2025. This initiative has gained significant traction in reconnecting citizens with their forgotten deposits.On the financial performance front, data presented at the meeting showed Haryana’s banking sector continues its strong growth trajectory. Total deposits stood at ₹8,68,918 crore, while advances reached ₹7,69,537 crore as of September 2025. The state recorded impressive year-on-year growth of 12.48% in deposits and 14.36% in advances, reflecting robust economic activity and improved credit outreach across sectors.The Credit-Deposit ratio improved from 87% to 89%, comfortably surpassing the national benchmark of 60%. Notably, all districts in Haryana achieved CD ratios above the national goal, indicating widespread and balanced credit penetration throughout the state.Haryana’s banking network has expanded to 5,582 branches, marking a net addition of 230 branches during the year. Public sector banks account for 2,733 branches, private sector banks operate 1,941 branches, small finance banks have 218 branches, and Haryana Gramin Bank maintains 690 branches across the state.Under Priority Sector Lending, banks achieved an impressive 121% of the half-yearly target, disbursing ₹1,89,741 crore against a target of ₹1,56,572 crore.
