The slump in the revenue collection from the Stamps and Registration Department in the first quarter has stumped the State government as the total collection till July 21 in this fiscal year has been ₹6,601.99 crore — about 4% lower than the collection in the corresponding period of last fiscal.In the first four months of 2024-2025, the department had collected ₹6,861.92 crore by registering 7.23 lakh documents. The revenue collected was ₹651 crore above the target. However, this year, the revenue collected is far less than the target of ₹8,730 crore. The number of documents registered is about 7.19 lakh this year, which is about 4,500 documents less than those registered in the corresponding period last year.According to officials, policy changes brought in last year with the introduction of e-khata had affected property registrations and revenue collection. The non-issual of B khata in 83 villages in Bengaluru Rural had prevented registration. The insistence on e-khata before registration of apartments in multi-storeyed complexes in Bengaluru and surrounding rural areas has also slowed down registrations.“Earlier, properties in 83 villages were registered under the ‘others’ category and apartments were registered without any khatha,” a source in the Revenue Department explained. The registration of properties has also come down with the e-khata being made mandatory, and registration of properties in illegal layouts has reduced due to this.Sources said that another reason for document registration showing a decline in Bengaluru was that sites in layouts would be first registered, following which khatas would be issued. However, now, before securing an e-khata from the Bruhat Bengaluru Mahanagara Palike (BBMP), approval from the Bangalore Development Authority (BDA) has been made mandatory, it has been pointed out.
