Humanitarian needs require local responseVenezuela faces important humanitarian challenges driven by structural bottlenecks to economic growth, political and social challenges, and recurrent climate-related events. Gaps in essential services —healthcare, water, education, energy— and limited economic opportunities disproportionately affect women, children, people with disabilities, indigenous communities, and others at heightened risk.The Global Humanitarian Overview (GHO) identifies 7.6 million people in need of humanitarian assistance. As of June 2025, the Humanitarian Response Plan (HRP) has received US$50.8 million in contributions —covering only 8.4 per cent of the $606.5 million required. Severe and persistent underfunding is critically impairing the ability of humanitarian actors to deliver life-saving assistance to the most vulnerable communities across the country.Why the Venezuela Humanitarian Fund mattersVHF is a critical instrument that enables fast, flexible, and principled funding—especially in hard-to-reach areas and where local actors are best placed to respond. Established in 2020, the VHF is a multi-donor country-based pooled fund managed by OCHA Venezuela under the leadership of the Humanitarian Coordinator. Since its inception, the Fund has received $61.4 million from 12 donors and supported the implementation of 110 projects to save and protect the lives of millions of people in need.In 2025, the VHF will continue to enable urgent humanitarian assistance in line with priorities set out in the re-prioritized HRP following the humanitarian reset. Leveraging its comparative advantage, the VHF plays a pivotal role in addressing critical response gaps, strengthening nationally leadership, and promoting equitable, needs-based assistance.
