National UpdatesProtection Cluster strengthened its collaboration with key Government counterparts. It supported the Ministry of Development in re-establishing regular Headquarters Coordination meetings on evacuations, involving oblast administrations and national NGOs. Two thematic discussions were organized in January and March 2025 featuring presentations by Ministry of Social Policy on the new pilot of rental subsidy for IDPs and the resolution 888 on assisted living. Moreover, Protection Cluster supported the Ministry of Social Policy in development and distribution of information materials on the rental subsidy and access to pensions for IDPs, and organized a presentation of activities of Ombudsman Office to protection partners.Donor outreach has been among key priorities in 2025. Protection Cluster contributed protection perspective to the COHAFA meeting on building resilience of Ukrainian civil society with participation of humanitarian experts of all EU member states during the Polish Presidency of the EU Council. Dedicated Protection Cluster Strategic Advisory Group meeting was organized with DG ECHO in Kyiv on 16 April 2025. A total of 23 projects received over 20 million USD for protection activities under the First Standard Ukrainian Humanitarian Fund Allocation.As part of the Humanitarian Reset in Ukraine, Protection Cluster in consultation with its Strategic Advisory Group conducted the reprioritization of the Humanitarian Needs and Response Plan 2025, guided by people-centered and Leave No One Behind approaches, and developed key transition planning components contributing to the Fit-for-Purpose analysis. On 16 June Protection Cluster co-organized Humanitarian Coordinators visit in Dnipro focusing on basic social support and evacuations, and participated in HCT discussion on Centrality of Protection on 26 June, proposing the evacuations of older people and people with disabilities as the main priority for humanitarian and recovery actors in Ukraine.In an effort to enhance the implementation of community-based protection, National Protection Cluster meeting on 10 June was fully dedicated to this area, featuring various models of CBP approaches applied by protection partners in Ukraine, so as to support communities in frontline areas and strengthen their capacities across the country to link the most vulnerable with social services. - Protection Cluster participated in the global event organized by HelpAge on 3 June, sharing experience on inclusion of older people and people with disabilities in humanitarian response in Ukraine and the valuable support of the Age Inclusion Specialist and ADTWG.On 16 May, Protection Cluster issued a statement to mark the International Day Against Homophobia, Biphobia and Transphobia (IDAHOBIT), re- sharing its advocacy note on protection of LGBTIQ+ people.In the follow up to the thematic session introducing the global Note on Cash for Protection in Specialised/Stand alone Protection Programming early 2025, Protection Cluster and Health Cluster held a joint session on Cash and Vouchers for Health on 17 April, initiating the work on the referral mechanism of cases identified by protection actors and inclusion of CVA for Health actors into the Service Advisor.Protection Monitoring Tool geographical scope was revised to focus it on Crescent oblasts.
