The biggest issue in my mind with Super Rugby is the lack of teams, and lack of talent distribution. This results in predictable finishing teams (and winners) year in and year out. With SA leaving, this was made even worse and it doesn't look like expanding to Japan would solve it (or SA coming back). So here's my proposal. Drop Super Rugby, and expand the NPC into Australia and the Pacific Islands (they would either introduce their own clubs or keep the Super Rugby teams as is). The competition runs between March and ends with playoffs before the Northern Tours. Competition has around 20 teams in total and is therefore split into a conference with a large playoff window (e.g. top 5 finishers from each play multiple games). The shift here is that middle-talent (between provincial teams and international teams) is dropped so you basically lift the NPC talent level up but not as high as the expectation that is within Super.
