Maduro has an outstanding US indictment alleging not only drug trafficking but also importation of machine guns and destructive devices into the United States as part of that conspiracy. Noriega tried to argue he was protected under an international law "head of state" doctrine which I've repeatedly argued is crap to begin with and that we should formally repudiate same in that this sort of "doctrine" not only shields criminal actors it shields those who engage in acts of war.Of course those who lead nations and engage in acts of war would (and do) seek to protect themselves from arrest or worse.
