The Electoral Commission (EC) has released the official programme for the election of delegates representing non-unionised workers in the 2025/2026 General Elections cycle.According to a statement issued by the EC, the process will start on Tuesday, 5th August 2025, with elections at the Sub-county/City Division/Municipal Division level across the country, followed by District and Regional Conferences later in August.Who Are Non-Unionised Workers?Non-unionised workers are defined as Ugandan citizens who earn a living through employment, hold a valid employment identity card, but are not members of any labour union. These individuals are entitled to representation under the national electoral framework.The process to elect their delegates will be conducted in a three-tier structure—beginning from the Sub-county level and culminating in the formation of the Electoral College that will vote for Workers’ Members of Parliament (MPs).Key Election Dates and Activities1. Sub-county Level Elections – Tuesday, 5th August 2025Venue: Sub-county/City Division/Municipal Division HeadquartersActivity: Non-unionised workers will gather to nominate and elect 10 delegates, including at least three women, to represent them at the District level.2. District/City Level Conferences – Thursday, 7th August 2025Venue: City/District Headquarters (7:00am to 4:00pm)Activity: Sub-county delegates will elect 10 district-level delegates, again ensuring at least three women are elected to the next stage.3. Regional Delegates’ Conferences – Monday, 25th August 2025Venue: Northern, Eastern, Central, and Western regional centresActivity: Each region will elect 10 delegates to represent them at the National Delegates Conference. These delegates will then join their unionised counterparts to form the Electoral College that will vote for Workers’ MPs.National-Level Elections in 2026The EC revealed that the National Delegates Conference to elect Members of Parliament Representing Workers will be held between 12th January and 9th February 2026. The exact dates will be communicated at a later stage.Eligibility CriteriaTo participate in the elections, a person must:Be a Ugandan citizen aged 18 years or aboveBe a registered voterHold a valid employment identity cardNot belong to any labour unionThe nomination process will be done orally, where a candidate is proposed by one person and seconded by two others. Elections at each level will be conducted through lining up behind the preferred candidate, beginning with selection of women delegates.Importantly, the 10 elected individuals at each level will not take up formal offices (e.g., chairperson or secretary), but will solely serve as delegates to represent their constituencies at higher electoral stages.EC Calls for Massive ParticipationThe EC has urged all eligible non-unionised workers across Uganda to turn up in large numbers and participate in this crucial democratic exercise.
