Executive SummaryThis study focuses on mapping the existing capacity of local Disaster Management Committees (DMCs) at the secretariat level, particularly at the district, upazila, and union levels, in accordance with the Standing Orders on Disaster (SOD). The goal is to develop a SOD implementation roadmap tailored to the Northern flood prone regions including Char and Haor and covering monsoon and early floods.The study utilizes a comprehensive approach, incorporating primary and secondary sources, including literature review, data collection from DMCs, district workshops, Key Information Interviews, and triangulation. The findings were shared with district disaster management committees to validate the findings and to gather their recommendations for SOD implementation roadmap development. The roadmap was shared with the national level stakeholders and finalized incorporating their feedback.In the context of Bangladesh's vulnerability to climate change and disasters, an effective disaster management system is paramount. The Standing Order on Disaster encompass prevention and mitigation, preparedness and anticipatory action, response and recovery, and coordination and information management.The study reveals insights into the current capacity of local DMCs, emphasizing their competence in various operational areas. Notably, the majority of responses indicate a basic to moderate level of capacity, with specific challenges highlighted in early warning and action initiatives, preparedness and contingency planning, evacuation planning, prepositioning and logistics, training and exercise, search and rescue, impact analysis, lifesaving assistance, provision of basic services, environment and ecosystem restoration, and public education.While the majority of respondents acknowledge moderate capacity in risk analysis and planning, the study underscores the need for further enhancement in certain areas, notably in systematic documentation of information and coordinated operation and resource mobilization.This capacity assessment provides a foundation for targeted interventions and improvements in disaster management strategies for the Northern flood-prone regions, aligning with the national and international frameworks. Addressing the identified challenges and building on existing capacities will contribute to a more resilient and collaborative disaster management system in Bangladesh.Based on the identified capacity gap, the study suggested the following area-specific actions to reach the robust capacity level.[...]
