This report was produced with the support of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in collaboration with humanitarian partners present in the Artibonite department and based on available information.HIGHLIGHTS• Approximately 14,885 people (3,425 households) have been displaced following armed attacks on 16 July 2025 in the communes of Dessalines (1st communal section of Villars) and Verrettes (1st communal section of Liancourt), in the Artibonite department. Nearly 80% of those displaced have taken refuge in the 4th communal section of Poste Pierrot (Dessalines), all hosted by local families. Humanitarian access remains constrained due to insecurity and movement restrictions.• Between 14 and 17 July 2025, armed groups launched several offensives in multiple localities and communal sections, including Liancourt and Jean Denis (Petite Rivière de l’Artibonite), Marchand Dessalines, Désarmes (Verrettes), as well as SaintMarc, Montrouis, and Grande-Saline. These attacks underscore the persistence of armed violence throughout the month of July, particularly in Lower Artibonite.• On 19 July 2025, heavy clashes were reported between an armed group and a local self-defense group in Kapenyen, a locality in the commune of L’Estère. Several homes and vehicles were set on fire, and initial reports indicate loss of life. This is the second attack attributed to the same armed group in the area within a short time span.SITUATION OVERVIEWAccording to the International Organization for Migration (IOM), armed attacks carried out on 16 July 2025 in the 1st communal sections of Villars (Dessalines) and Liancourt (Verrettes), in the Artibonite department, triggered significant population movements.Approximately 14,885 individuals from 3,425 households were forced to flee their homes. The vast majority—nearly 80%—sought refuge in Poste Pierrot, in the commune of Dessalines, where they are being hosted by local families in surrounding areas.On 19 July, renewed violence was reported in the commune of L’Estère, specifically in the locality of Kapenyen, where clashes erupted between an armed group and a local self-defense group. Several homes and vehicles were set ablaze, and preliminary reports confirm casualties. This marks the second reported attack in this commune within a few days. Priority humanitarian needs include hygiene kits, health services, food, emergency shelter, and other essential non-food items.The Departmental Emergency Operations Center (COUD) in Artibonite, in collaboration with the Municipal Emergency Operations Committees (COUC) of Marchand Dessalines and Saint-Michel, continues to monitor the situation. IOM is supporting local authorities in collecting data on displacement trends. However, humanitarian access remains extremely limited due to insecurity and deteriorating infrastructure.Despite these constraints, humanitarian organizations are present on the ground and working to meet urgent needs. Lower Artibonite remains almost entirely cut off from the rest of the department, which severely hampers aid delivery and the implementation of a large-scale response.
