It sounds like they hope for someone unhoused and desperate, but with a small pension or savings. It doesn't say what they will be allowed to eat, or how often. Just that they want someone who "loves to cook." "Single" so no one who is dating. Basically a homeless widow, or a woman who got a raw deal in a divorce settlement, but is a loving grandma who likes the idea of living in a stranger's house so much, they won't expect any pay. The unsaid part is "someone who loves caring for twin toddlers so much" which, I really fear for these cheapskate families, especially for the kids, who are the only ones with no agency in the deal.
