However, US District Judge April Perry, a Biden appointee, declined to issue a Temporary Restraining Order (TRO) and set a hearing on the case for Thursday.The Insurrection Act of 1807 grants the president extraordinary power to deploy active duty military and federalize the National Guard in certain extreme circumstances, typically when states are unable or unwilling to suppress insurrection, rebellion, or domestic violence.President Trump, immediately after taking office on day one, signed an executive order designating cartel groups as Foreign Terrorist Organizations (FTOs) and Specially Designated Global Terrorists (SDGTs).
