After Shah raises protocol, Punjab prepares memorandum of damage suffered in floods

(Express Photo by Gurmeet Singh)Caught on the wrong foot after Union Home Minister Amit Shah pointed out that Punjab government had not submitted the memorandum detailing damage suffered during the floods, the Aam Aadmi Party dispensation Monday hurriedly prepared the document to be submitted to the Centre claiming losses worth Rs 13,300 crore.Chief Secretary KAP Sinha chaired a meeting of departments concerned to finalise the memorandum. “We have finalised it. We will now send it to the Centre,” a government official said.He added that Sinha had already given presentations to the central committee and Prime Minister Narendra Modi on the damages and loss suffered by the state. “There is no increase. The damage assessed remains the same”.Story continues below this ad“After the memorandum is submitted to the Centre, we expect that we will get more assistance,” said the official adding that after the government declared the floods as “severe,” it will assess the damage under Post Disaster Need Assessment (PDNA). PDNA makes a state eligible for getting relief not only from Centre but also from the United Nations (UN). “By assessing the damage under PDNA, we can get more money under National Disaster Management Authority (NDMA),” said the official.The state has already received an amount of Rs 480 crore (Rs 240 crore in two instalments) under the State Disaster Response fund (SDRF). Chief Minister Bhagwant Mann had met Union Home Minister Amit Shah in Delhi last week. After the meeting, Mann said that Shah had told him that Rs 1600 crore relief, announced by PM, was a token amount and more funds would follow.However, later, a communique by the Centre raised the issue of Rs 12,000 crore lying in State Disaster Response Fund (SDRF). It said that Shah told the CM that that in SDRF, the state has sufficient funds to the tune of Rs 12,589.59 crore, which can be utilised for the relief and immediate restoration to the affected people.“An Inter-Ministerial Central Team (IMCT) was constituted on September 1, 2025, without waiting for the receipt of memorandum from Punjab. The central team visited the affected areas for on-the-spot assessment of damages in the state. The state government, however, is yet to submit a detailed memorandum. After receipt of the memorandum, the same will be considered by the Central as per the Government of India approved norms,” said the statement.Story continues below this adAfter the communique, the government has now asked the department of disaster management to prepare a reply to the points raised by the Centre.As per the memorandum of demands, the state has sought a crop loss compensation to the tune of Rs 1,858 crore. The government has stated that crop on 4 lakh acres have been completely damaged.The damages to water resources department is worth Rs 1520 crore. The department of rural development and panchayats has suffered losses to the tune of Rs 5,043 crore. The floods have cost the department of health Rs 780 crore. Punjab Mandi Board, responsibly for upkeep and maintenance of mandis (grain markets) across the state, link roads and other infrastructure has pegged damage worth Rs 1,022 crore. The department of Public Works (PWD), responsible for roads and bridges has pegged its loss to the tune of Rs 1970 crore.Similarly, the Agriculture Department has also claimed a loss of Rs 317 crore. The department of education has stated that its infrastructure including schools have Benn damaged in the flood fury. This has cost the department Rs 542 crore. The compensation claimed by the department of power is Rs 103 crore. The department of animal husbandry, that would be compensating people of the loss of cattle heads perishing in floods has sought a compensation of Rs 103 crore. Department of higher education’s loss has been estimated to be Rs 6 crore.
