Kalangala CAO Accuses Tanga of Torture, Demands Compensation of Shs3bn

By Mulengera ReportersThrough his lawyers Kabuusu Muhumuza & Co Advocates of Kampala, Kalangala Deputy CAO Robert Mutungi has written to NRM Party leaders requiring them to pressurize party Electoral Commission Dr. Tanga Odoi to pay to him Shs3bn or risk being dragged to Court for torture and defamation.Mutungi’s drastic move stems from the events of 25th June 2025 when he was subjected to thorough beating and humiliation before media cameras as Tanga introduced him to reporters as the extortionist who he falsely claimed conning money from flag aspirants who had flocked Plot 10 Kyadondo, the NRM headquarters, to pick expression of interest forms.Mutungi, a Makerere PhD student, UMI lecturer and who has been Deputy CAO since 2014, says he was on appointment to meet NRM Secretary General Richard Todwong for whom he was waiting in the tent when Tanga descended and unleashed on him.He says he declared him a thief and extortionist claiming that he was seated in the tent looking for aspirants to extort money from in his name.Mutungi says that he has for decades been an active cadre of both NRM and Gen Museveni with whom his late father the late Boniface Kagubaale of Rukungiri, operated since the days of Fronasa, UPM and later on NRA. He is the customary heir to the Kagubaale estate.He says that he endeavoured to explain himself but Tanga, who was paranoid and desperate to clear his name and demonstrate zero tolerance to extortion, never listened to him.In the process, he claims he was tortured and wounded by security officers who Tanga instigated to descend on him under the impression that he was a thief and extortionist.That after being paraded before media cameras as an extortionist, Tanga directed the security handlers at Kyadondo to arrest and subdue him-whereafter he was taken to Wandegeya Police Station.He was detained there for a full day only to be released on Police bond after Tanga, the supposed complainant, declined to turn up to record his statement corroborating his extortionist claims against him.Mutungi says that the events of 25th June greatly eroded his reputation and self-esteem. That since that time his wife, children, workmates and friends don’t trust him anymore as they see him as a thief. That even his wife is considering divorcing him having come under immense pressure from her relatives.That his children have had a hard time at School because their peers keep seeking clarification as to whether their dad is indeed the thief Tanga portrayed on national TV or not.Mutungi also says that he no longer gets gigs to speak as a motivational speaker, which has greatly diminished his earnings to provide for his family. He also fears that he may never get promoted at work as a result of the mischief Tanga orchestrated against him.He wants Tanga to pay for all this to atone the reputational damage that was caused to him by: calling a news conference to apologize and correct the false impression he created about him and by paying him compensation of Shs3bn. He is also demanding legal fees of Shs20m from Tanga Odoi, for whom gratefully money isn’t a problem anymore.The notice of intention to sue is copied/addressed to Gen Museveni as the NRM National Chairman, his Vice Moses Kigongo, NRM Secretary General Richard Todwong and his Deputy Rose Namayanja.
