While refraining from specifying any details about such officers, Agnihotri had made the statement at a Congress function in Mandi on December 11 last year, which was held to mark the third anniversary of the Sukhu government.In his post in Hindi, Vikramaditya alleged that some IAS and IPS officers from UP and Bihar were not serving the interests of Himachal Pradesh and were “insensitive” to local culture and public concerns. He said such bureaucrats should learn from HP officers and serve the people of the state instead of “making the mistake of becoming a ruler”. They also went to his Shimla residence, with some of them carrying placards that read, “We stand with Vikramaditya Singh”.How did IAS, IPS bodies react?The IAS and IPS Associations of Himachal Pradesh condemned the minister’s remarks, terming them “inappropriate” and “damaging”.The IAS Association said that public statements singling out officers on the basis of their state of origin “risk causing avoidable harm to the morale and neutrality of the civil services”. It urged the state government to take appropriate steps to “safeguard the dignity, morale and neutrality of officers serving in Himachal Pradesh”.In its hard-hitting statement, the IPS Association named Vikramaditya, urging the government not to post or attach any IPS officer with him. It warned that the remarks like his post could “create distrust, weaken cohesion within the police force, and affect governance”.What is HP’s bureaucratic scene?The officers serving in the state, including those from the IAS and the IPS, are from multiple states besides HP, including UP, Bihar, Rajasthan, Gujarat, Andhra Pradesh, Tamil Nadu, Odisha and Maharashtra, among others. The cadre strength of the IAS officers in HP is 153, which is allotted as per the Union Public Service Commission (UPSC)’s rules depending on the performance and merit of the civil servants.
