Under the project, the government is planning to construct over 100 quarters for senior bureaucrats under a public-private partnership (PPP) model.At present, the Centre is already undertaking a GPRA project under the PPP model to construct high-rise buildings to accommodate senior bureaucrats and officials working with the Delhi government. However, the Delhi government is exploring such a project for the first time.Officials said that the Public Works Department (PWD) recently inspected the land and submitted a proposal for a nod from the higher authorities. After receiving the approval, the PWD will float tenders to appoint a consultancy firm to prepare a detailed project report (DPR).“The appointed engineers visited and inspected the area and measured the size of the vacant land available. The land size is 16,000 square metres, which is around 4 acres. We have prepared the Notice Inviting Tender (NIT), which will soon be floated after receiving clearance from the government,” said an official.Officials said the PWD plans to develop more than 100 high-end quarters, of which 96 will be Type-V, 26 Type-VI, and 10 Type-VII. The categories are designated according to the rankings of the officials. This will be based on a “sharing of built-up quarters on a lease basis for up to 99 years”.“The objective is to unlock government land value through sustainable urban development, promote mixed-income housing solutions, and attract private capital and expertise for efficient projects through a transparent sharing model,” said a senior official.Officials added that the PWD also aims to identify and select a bidder capable of adopting aesthetically appealing, innovative, futuristic ideas and cost-effective green technologies. The proposal should preferably feature an energy-efficient design that maximises natural light, with the goal of minimizing maintenance expenditure.Story continues below this ad“Once appointed, the selected bidder will also study the feasibility and prepare a detailed plan, including the number of towers that can be constructed and whether office space can be developed. As the government wants the project to be completely on a PPP model, the bidder will also plan for retail and commercial complexes to recover the project’s cost,” the official said.Last month, the government selected several other residential and office spaces under the PWD and presented them to the National Buildings Construction Corporation (NBCC) for the development of Type-VII residential quarters, office buildings, and commercial projects under the PPP model.Officials said the government plans to involve NBCC in preparing a PPP proposal for the redevelopment of seven government colonies under the PWD.
