In California (and probably all of the United States), he would have been required to pass a written test to get his driver's license. Some people do cheat, especially since there were a limited number of test paper variations and the answers were floating out in public somewhere. Los Angeles Magazine even published all of the test answers once. He eventually dropped out of the class. I was just surprised because high school-aged me had never met an illiterate American before.
