normalnormalnormalHaryana Chief Minister, Nayab Singh Saini said that the land registration process in all tehsils across the state has been made completely online, significantly reducing the scope for corruption. Buyers can now apply for registration online from their homes. Tehsildars are required to complete registrations within a fixed time frame. If a registration is not completed on time, the concerned tehsildar must submit a written explanation to the government. If the explanation is found unsatisfactory, disciplinary action will be initiated and the responsibility will be transferred to a senior officer, he said.The Chief Minister was addressing Dhanyawadi Rally and Jan Samvad programmes in Budha and Bapdi villages of the Ladwa Assembly constituency in Kurukshetra district on Saturday. After the programme, he personally listened to villagers’ complaints and directed officers on the spot to resolve them. He also announced grants of Rs. 21 lakh each for development works in both villages.In Budha village, the Chief Minister approved 17 demands put forward by the sarpanch. In Bapdi village, he announced that all demands raised by the sarpanch would be forwarded to the concerned departments for implementation, and sanctioned Rs. 32.27 lakh for a drinking water pipeline.Addressing the gathering, the Chief Minister assured that there would be no shortage of funds for development works in the Ladwa Assembly constituency. He urged citizens to take full advantage of government welfare schemes and said that people would no longer need to visit Chandigarh for redressal of their issues, as officers have been clearly directed to resolve public grievances locally.He further said that the monthly old-age honorarium has been increased by Rs. 200 to Rs. 3,200, the highest among all states. Senior citizens above 70 years of age are also being provided free medical treatment up to Rs. 5 lakh annually under the Ayushman scheme. About 7,000 such beneficiaries will be linked with the Pradhan Mantri Awas Yojana and after that they  will  be provided the prescribed financial assistance for house construction.The Chief Minister was addressing Dhanyawadi Rally and Jan Samvad  programmes in the villages Prahlad Pur, Badarpur and Bani of Ladwa Constituency, district Kurkshtera on Saturday. After the events, he listened to public grievances and issued on-the-spot directions for the prompt resolution. He also announced grants of Rs. 21 lakh each for development works in Prahladpur, Badarpur and Bani.In Prahladpur, the Chief Minister assured that all demands raised by Sarpanch, Suman Saini would be forwarded to the concerned departments for implementation. He announced Rs. 47.46 lakh for a drinking water pipeline and Rs. 11 lakh for construction of a community hall.In Badarpur, he assured fulfillment of all 16 demands placed by Sarpanch Karmveer and announced Rs. 43.31 lakh for a drinking water pipeline. He also assured that all demands raised by the Sarpanch of village Bani would be addressed.Addressing the gathering, the Chief Minister said that under the Mukhyamantri Shehri Awas Yojana, around 15,500 families have already been provided 30-square-yard plots. Soon, eligible applicants will receive an additional allotment of 30-square-yard plots as the second installment under the scheme. He added that the government will shortly announce new government recruitments to provide jobs to youth.He recalled that during the elections, the government had promised to issue appointment letters to youth even before the swearing-in ceremony, and after forming the government for the third time, this commitment was fulfilled first. For the first time in the state’s history, 25,000 youths were given government jobs simultaneously on merit, without ‘Parchi Kharchi’ .The Chief Minister said that free dialysis facilities are being provided to kidney patients in all state hospitals, medical colleges and the health university. Additionally, women from families with an annual income below Rs. 1.80 lakh are being provided LPG cylinders at Rs. 500. Around 15 lakh women are already availing this benefit. He urged eligible women who have not yet applied to do so and take advantage of the scheme.He further stated that Haryana has become the first state in the country to implement Minimum Support Price (MSP) on all 24 crops, fulfilling the government’s promise to farmers. Due to crop damage caused by recent waterlogging, an amount of Rs. 116 crore has been directly transferred to farmers’ bank accounts. Under the Bhavantar Bharpai Yojana,  an amount of Rs. 430 crore has also been credited to farmers whose millet crops were affected.The Chief Minister said that families residing on Panchayat land have been granted ownership rights at the 2004 collector rates under a special government policy. He further shared that under the Lado Lakshmi Scheme, under which eligible women receive Rs.2,100 per month. So far, two installments have been paid to 10 lakh women.He added that remaining eligible families can apply for the Lado Lakshmi Scheme. The comprehensive guidelines aim to provide financial assistance to economically deprived prisoners whose freedom is impeded solely due to their inability to pay court-imposed fines or secure bail.Dr. Misra emphasized that the revised framework introduces stringent timelines and robust institutional mechanisms to ensure swift and effective relief to deserving prisoners in Haryana. The initiative not only addresses the plight of poor prisoners but also has significant potential to reduce overcrowding in the state’s prisons.Under the revised guidelines, District-Level Empowered Committees will be constituted in each district of Haryana, comprising representatives from the District Collector’s office, District Legal Services Authority (DLSA), Police Department, Prison Administration, and the Judiciary. The Secretary of DLSA will serve as the Convener and Coordinating Incharge of these committees, which will meet regularly on the first and third Monday of each month to review and approve cases. Additionally, a State-Level Oversight Committee will be established, bringing together the Principal Secretary (Home/Jail), Secretary (Law Department), Secretary of the State Legal Services Authority, DG/IG (Prisons), and the Registrar General of the High Court to provide supervision and ensure effective implementation across Haryana.Dr. Misra informed that for undertrial prisoners who are unable to secure bail due to financial constraints, assistance up to Rs. 50,000 per case will be provided, with the Empowered Committee having discretion to approve amounts up to Rs. 1 lakh in exceptional circumstances. Cases requiring support exceeding Rs. 1 lakh will be referred to the State-Level Oversight Committee for consideration and approval. For convicted prisoners unable to pay court-imposed fines, assistance up to Rs. 25,000 can be sanctioned by the Empowered Committee, while amounts exceeding this threshold require Oversight Committee approval, she added.Dr. Misra highlighted the streamlined implementation timeline established under the new SOPs. If an undertrial prisoner is not released within seven days of bail being granted, jail authorities must immediately inform the Secretary, District Legal Services Authority (DLSA). The entire process, from initial assessment and verification of the prisoner’s financial condition to fund release and court deposit, has been structured to be completed within a clearly defined timeframe. The Secretary, DLSA, with assistance from Jail Visiting Lawyers, Paralegal Volunteers, or civil society representatives, will verify the prisoner’s financial status within five days. Subsequently, the Empowered Committee will direct the release of funds within five days of receiving the report, and the amount will be deposited in court within five days of the Committee’s decision.The Additional Chief Secretary clarified that while the scheme aims to assist the economically disadvantaged, it includes necessary safeguards to prevent misuse. The benefit will not be available to persons accused of offenses under the Prevention of Corruption Act, Prevention of Money Laundering Act, NDPS Act, Unlawful Activities Prevention Act, or other specified legislation. Persons involved in heinous crimes such as acts of terrorism, offenses affecting national security, dowry deaths, rape, human trafficking, or offenses under the POCSO Act will also not be extended the benefit of the scheme. The Empowered Committees and Oversight Committee will exercise due caution in this regard.The National Crime Records Bureau (NCRB) has been designated as the Central Nodal Agency for implementing this scheme nationwide. A Nodal Officer will be appointed at the State Prison Headquarters level to draw requisite amounts based on recommendations from the Empowered or Oversight Committees and release funds to the concerned prison’s account where the beneficiary is lodged.Dr. Misra emphasized that the revised guidelines represent a significant step toward ensuring that no person remains in custody merely due to poverty. She called upon all district administrations, legal services authorities, prison officials, and judicial officers in Haryana to work in close coordination to ensure the scheme’s effective implementation. Directions were also issued for separate sectors for the general public, a press gallery, drinking water facilities, lighting, and mobile toilets.RTS Commission examines delay in allotment process, Directs Payment of Dues Commission orders compensation over lapses in allotment processThe Haryana Right to Service Commission has adopted a strict approach in a case relating to a plot of the Haryana Urban Development Authority (HUDA) in Faridabad. The Commission observed that despite clear directions issued in its interim order dated October 8, 2025, the delayed possession interest at the rate of 5.5 per cent, as stipulated in the allotment letter, has still not been paid. The Commission termed this lapse as highly unfortunate and unjustified.The Commission said that no satisfactory explanation was offered by the competent officers of HUDA, even though the Estate Officer had raised a timely demand for the additional amount. Copies of the orders had been sent to both the field office and the headquarters; non-compliance despite this reflects serious administrative negligence.The Commission further clarified that it is not a forum meant to provide administrative guidance to officers and expects greater due diligence from them in the future.Sharing more details, the Commission’s spokesperson said that based on the assurances given during the hearing, directions have been issued to immediately transfer the amount demanded by the Estate Officer and to ensure that the delayed possession interest is credited to the allottee’s account by December 19, 2025. Any further delay will compel the Commission to initiate penal action against the concerned officer.The Commission also expressed serious concern over the decision taken in 2022 to conduct e-auctions in Sectors 76 and 77, Faridabad, without completion of development works. Fixing responsibility on the then Chief Administrator of HUDA, the Commission stated that this “assumption-based decision” caused unnecessary hardship not only to the present allottee but to several other allottees as well. The matter has also been brought to the notice of the Chief Secretary, Haryana, for appropriate action.The Commission further observed that HUDA lacks a proactive and well-structured mechanism for granting delayed possession interest at its own level. In most cases, relief is extended to allottees only after the Commission’s intervention, which the Commission described as a matter of serious concern.Taking into account the mental agony and harassment suffered by the allottee, the Commission has ordered payment of the maximum compensation of Rs. 5,000 under Section 17(1)(h) of the Haryana Right to Service Act, 2014.
