FAA Warns Proposed Hotel Would Irreversibly Alter Palazzina Vincenti

Flimkien għal Ambjent Aħjar (FAA) is calling for the protection of Palazzina Vincenti, a modernist villa completed in 1948 and designed by prominent Maltese architect Gustave Romeo Vincenti (1888–1974).Recognised as one of Malta’s key architectural landmarks, the property is an early example of Maltese Modernism, notable for its pioneering use of reinforced concrete in domestic architecture.Currently, Palazzina Vincenti faces potential changes under Planning Application PA/7761/21, which proposes partial demolition, alterations to the scheduled building, and the replacement of neighbouring historic properties with a hotel development. FAA notes that the project may conflict with the site’s heritage significance and residential context.Palazzina Vincenti is widely considered Vincenti’s architectural highlight. The villa features distinctive geometric forms, including a cantilevered semi-circular terrace, refined interior spaces with sculptural staircases, detailed concrete ceilings, and Art Nouveau-inspired motifs. Research from the University of Malta identifies it as one of the earliest and most complete examples of Modernist architecture in the country.The property also has historical and cultural value. Perit Vincenti lived and died in the villa, and his legacy extends beyond architecture to philanthropy, having donated his estate to charity. The residence forms part of the historic architectural ensemble in Balluta Bay, an area characterised by scheduled heritage properties.FAA has expressed concern that the proposed development could result in irreversible changes, including the removal of original reinforced-concrete ceilings, addition of internal structural columns, and the creation of a new “beach-out” access that may affect a Grade 2 seawall.Under its current Grade 2 scheduling, alterations should be carried out sensitively to preserve the building’s character, which FAA states the proposal does not reflect. The organisation urges that Palazzina Vincenti be upgraded to Grade 1 under Article 58 of the Cultural Heritage Act and that action be taken before the expiry of its Emergency Conservation Order (GN1620/21).The proposal also raises planning concerns. The site is located in a Residential Area, where large-scale hotel developments are generally considered incompatible with policy. Planning Circular 3/20 requires development near scheduled buildings to respect scale, context, and skyline. FAA also notes that the project could put additional pressure on local infrastructure, including a documented shortfall of approximately 50 parking spaces.FAA emphasises that approval could lead to significant changes to one of Malta’s most important modernist works and may set a precedent affecting heritage protection.The organisation calls on the Planning Authority to recognise the villa’s full architectural and historical value, uphold heritage protection laws and national planning policies, and reject Planning Application PA/7761/21.•
