Mulago Specialised Women and Neonatal Hospital building/ Courtesy photoMulago Specialised Women and Neonatal Hospital wants UGX1.3Bn is to replace the leaking roof, just eight years after its construction and commissioning.The hospital was constructed at a cost of US$34.14Million (UGX129.027Bn) including US$33Million loan from the Islamic Development Bank and US$1.14Million in counterpart funding from the Ugandan government.The revelation was made by Sam Ononge, the Acting Executive Director, Mulago Specialised Women and Neonatal Hospital while appearing before Parliament’s Public Accounts Committee, on 17th March 2026, to respond to queries raised in the 2024/25 Auditor General’s report, where he was highlighting some of the challenges the Hospital is facing.“Now, the structure of Mulago Specialised Women Hospital is a beautiful hospital, but over a period of time, we have noted that there were some infrastructure defects in the roofing. When rain comes, as an Executive Director of the facilities, you are just worried which place is going to leak now. There were design challenges where the nails were put in the valley and with the ageing process, when there is any leakage, there is actually water pouring into the facility, and that has caused challenges,” Ononge said.He added that the leaking has not just caused embarrassment to Mulago Specialised Women and Neonatal Hospital, but is also a danger to the staff and patients, in case any of them slides on the wet surface.“First of all, an embarrassment to us. Two; is that it is dangerous for the staff, when the floor leaks and you walk, you can easily slide and injure yourself. Leave alone the electrical challenges and also the walls basically peeling off. So, we made a report about this, contacted the Health Infrastructure Division of the Ministry of Health, they have assessed, and they have actually recommended that the roof needs to be replaced completely at UGX1.3Bn. It is a big, big challenge. You pray for rain, but when the rain comes, you are worried that this Neonatal Intensive Care Unit is going to leak or the main presidential suit is going to leak,” Ononge added.
