I'm not sure if it's the same for the company you went with but my pet insurance clearly states that things like vaccines, spay/neuters, check ups, pest prevention, etc is not covered unless you pay slightly extra. It's pretty much only for illnesses or injury, which sucks but it does cover an insane amount of things to do with those, even for human emergencies too (like emergency pet boarding in domestic violence situations and such).
