These included individuals with financial difficulties or criminal backgrounds who might be willing to carry out violent acts on behalf of Iran. According to the charges, he was promised payment for each person he could recruit.Investigators say that Cohen compiled a list of several acquaintances, including personal details and contact information. Among those named were individuals with access to sensitive environments, as well as people described as vulnerable to recruitment.At a later stage, Cohen reportedly severed contact with his Iranian handler after being threatened with exposure.
