He said that Haryana has emerged not only as a leading state in industrial and economic sectors but has also established a distinct identity in agriculture, animal husbandry, dairy, horticulture and other allied sectors. Both regions are emerging as strong voices of the Global South with aligned development goals.*Haryana small in size, but strong in resolve*Referring to the vision of Prime Minister Narendra Modi, the Chief Minister said that the India–Africa partnership is based on equality, trust and mutual respect, with a focus on inclusive growth ensuring no one is left behind. Highlighting Haryana’s role, he said that although small in size, the state is strong in resolve and leading in agriculture, manufacturing and youth-driven innovation. He informed that Haryana is possibly the only state in the country with a dedicated Department of Foreign Cooperation, which he personally oversees to promote global partnerships in trade, investment, skill development and cultural exchange.Emphasizing the importance of the energy sector, the Chief Minister credited former Chief Minister and current Union Power Minister Manohar Lal for transforming Haryana’s power sector. He said the state has achieved profitability in power distribution, ensured 24-hour electricity supply in over 90 percent of villages and reduced line losses to around 9 percent.He said Haryana is ready to share its experience in energy management, digital governance and effective service delivery with African countries and emphasized cooperation and mutual learning over competition.*Strengthening investment and trade partnerships*The Chief Minister highlighted ongoing engagements with countries like Kenya and Tanzania in agriculture, where Haryana farmers can contribute to improving productivity. He also pointed to opportunities in energy generation and infrastructure development in Uganda, Ethiopia and Rwanda.Referring to cooperation with the Tanzania Investment Centre, he said it is opening new avenues in trade, agriculture, fertilizers and energy sectors, while high-level dialogue is boosting investor confidence.He highlighted Haryana’s diversified economy—agriculture, manufacturing, MSMEs and startups—and noted vast opportunities for multi-sector cooperation with Southern African countries such as South Africa, Namibia, Botswana, Zambia and Zimbabwe. In West Africa—Nigeria, Ghana and Côte d’Ivoire—there are opportunities in agribusiness, food processing and dairy value chains, while East Africa offers scope in agri-tech, irrigation, water management, healthcare and renewable energy. In North Africa, opportunities exist in textiles, logistics, food processing and solar energy.*Digital transformation and market expansion*Calling the Bharat Electricity Summit a symbol of a technology-driven economy, the Chief Minister said Haryana is committed to keeping its markets open and making trade more attractive. This is evident from the growing interest of global companies expressing their willingness to invest in the state. At the Bharat Electricity Summit–2026, a Japanese company has also shown interest in investing around ₹4,000 crore in Haryana.During the summit, a delegation of Japanese company TDK Corporation met Haryana Chief Minister Nayab Singh Saini along with Union Minister for Power, Housing and Urban Affairs Manohar Lal. During the meeting, the delegation expressed its intent to invest approximately ₹4,000 crore in Haryana to establish a new plant. The company plans to set up a Battery Energy Storage System (BESS) unit in the state. He alleged that the Aam Aadmi Party is steeped in corruption and has pushed Punjab backwards in terms of development. He said that due to such a system, even officials are being forced to take extreme steps, which is highly condemnable.Nayab Singh Saini was addressing a public rally organized by youth leader Rakesh Singh Gill in Banarsi village of Lehragaga, Punjab. During the rally, Rakesh Singh Gill, along with his supporters, joined the BJP in the presence of the Chief Minister.Addressing the gathering, the Chief Minister said that this region of Punjab was once known across the area for its grain markets and business activities. He said it is the land that has always raised its voice against injustice, but it is unfortunate that the same region is now losing its identity due to the neglect of the present government. He added that governments come and go, but any government that forgets the basic needs of the people and remains focused only on publicity has no moral right to remain in power.Referring to the poor condition of healthcare services, the deteriorating education system, broken streets and closing industries in Lehragaga, the Chief Minister said that the Aam Aadmi Party, which came to power with the promise of change, has only pushed the region into darkness. He said that while the government had promised a revolution through mohalla clinics, the reality is that in cases of serious illness, people still have to go to hospitals in Patiala, Ludhiana or even Haryana. Due to governance failures, people are forced to protest for basic civic amenities. He said the most alarming issue is the youth falling prey to drug abuse. Due to poor law and order, investment is not coming to Punjab.Highlighting the welfare policies of the Haryana Government, Nayab Singh Saini said that under the leadership of Prime Minister Narendra Modi, the country has witnessed a tradition of development, trust and decisive governance, and Haryana stands as a strong example of this. He said Haryana has demonstrated that when governments at the Centre and the State share the same vision, the pace of development accelerates significantly.Referring to the Lado Lakshmi Yojana, he said that under this scheme, ₹850 crore has been distributed in five installments to 10 lakh women beneficiaries. He added that in Haryana, 24 crops are being procured at Minimum Support Price (MSP), and payments are made to farmers within 48 hours. In contrast, he said, the farmers of Punjab feel betrayed by the promises made by the AAP government.Targeting the Punjab government further, the Chief Minister said it is trying to hide its failures by blaming the Central Government. He alleged that it has failed to ensure the availability of fertilizers and medicines for farmers and has not made adequate arrangements for crop procurement. He also said that no effective steps have been taken for stubble management, whereas in Haryana, farmers are provided financial assistance for managing crop residue.The Chief Minister alleged that there has been large-scale corruption in the implementation of MGNREGA in Punjab, with no action taken so far. Instead of taking steps in the interest of labourers, he said the Punjab government brought a proposal in the Assembly on September 30 that lacked data, facts and suggestions, which was detrimental to the interests of workers.Nayab Singh Saini said that in Haryana, 44 lakh people are benefiting from social security pensions, which have recently been increased. However, he alleged that the AAP government in Punjab has failed to increase even old-age pensions in its last budget, despite making promises.He further alleged that AAP convener Arvind Kejriwal is taking Punjab’s resources to Delhi, while the people of Punjab are deprived of development. He said that the country and the state need experienced and responsible governance, not experimentation. He added that the land of the Gurus teaches us that standing against injustice is the true path.He said that the doors of his residence are open 24 hours for the people of Punjab, and they can meet him anytime. The initiative, approved by Chief Minister, Nayab Singh Saini & Minister of Revenue & Disaster Management & Urban Local Bodies, Vipul Goel, aims to modernise field operations, reduce procedural delays and improve the overall delivery of revenue services.Financial Commissioner, Revenue and Disaster Management Department, Dr. Sumit Misra said the initiative reflects the government’s commitment to taking technology beyond offices and urban centres to the field level, where officials interact directly with citizens. She emphasised that the move is designed to benefit both field staff and the public by making services more accessible, efficient and transparent, particularly in rural and agricultural areas.For decades, Patwaris and Kanungos have relied on manual records, hand-drawn maps and extensive paperwork, making the process time-consuming and physically demanding. With the introduction of these tablets, officials will now be able to conduct field surveys, record data, capture GPS-tagged photographs and upload information directly to central servers in real time. The inclusion of voice-to-text functionality will further simplify data entry, reduce manual effort and improve accuracy.Dr. Misra informed that the tablets will be equipped with high-end specifications, including a large display, advanced processing capability, sufficient storage capacity and long battery life to support a full day of fieldwork. With 5G and LTE connectivity, along with GPS-enabled features and imaging capabilities, the devices are designed to function efficiently even in remote and challenging outdoor conditions.All 4,156 tablets will be integrated with a Mobile Device Management (MDM) system supported by a two-year cloud-hosted licence. This will enable the government to centrally monitor, update, secure and manage all devices in real time, ensuring operational continuity, data integrity and accountability at every level, she added.Dr. Misra stated that transparency and accountability have been built into every aspect of the initiative—from the procurement process, which will adhere strictly to prescribed government norms, to the day-to-day functioning of each deployed device.The adoption of digital tools is expected to significantly reduce delays, minimise errors and curb discrepancies in revenue services. Citizens, particularly farmers, will benefit from faster, more reliable and doorstep delivery of services, thereby reducing the need for repeated visits to government offices.The integration of all devices with a centralised management system will facilitate continuous monitoring, timely updates and enhanced data security. This will not only improve administrative efficiency but also ensure greater accountability and transparency in revenue operations across the state.Dr. Misra stated that equipping field officials with real-time digital tools will make land records management, crop surveys and disaster assessments more accurate and efficient.
