Is it a hard fork to retroactively delete transaction data and replace it with a ZKP?

There have been rumors and alleged leaked messages about a proposed change to Bitcoin node software that would allow deleting data from the node's blockchain record and replacing it with a zero-knowledge proof. Such an action would be taken by a trusted committee (signing off in a multisig quorum) upon identifying that a transaction contains objectionable data.Wouldn't this be a hard fork? Could this split the Bitcoin network in two?
