‘ISRO took less time to reach moon’: panel pulls up HSVP over 6-yr delay in payment verification

By: Express News ServiceSeptember 30, 2025 10:06 AM IST 3 min readAccording to a communication from the Commission, HSVP will release the compensation amount from its funds and may recover it later from the officials found accountable after an inquiry.Harish Kumar, a former officer of the State Bank of India, had to wait six long years just to have his payment details updated in the records of the Haryana Shehri Vikas Pradhikaran (HSVP), formerly known as the Haryana Urban Development Authority.Kumar told The Indian Express that an installment payment of nearly Rs 3.6 lakh, made in 2019, was not reflected in the authority’s records despite his numerous written appeals to the HSVP. He even approached the Prime Minister’s portal and filed complaints through the CM Window- a public grievance redressal platform launched by the Haryana government. It was only after the intervention of the Haryana Right to Service Commission that his payment details were finally updated. The Commission also directed HSVP to compensate Kumar with Rs 5,000 and issued a warning to the officials responsible. According to a communication from the Commission, HSVP will release the compensation amount from its funds and may recover it later from the officials found accountable after an inquiry.In his order, the Commission’s Chief Commissioner, TC Gupta, expressed deep concern over the situation: “It is, therefore, deeply concerning that such a simple verification exercise took six years and the intervention of the Commission to reach an appropriate outcome. In fact, far less time was taken by ISRO to reach the moon, which is 3.8 lakh kilometres away, in its Chandrayaan missions.” The order was delivered on September 25 and conveyed to HSVP on Monday.Under a lottery system, the authority had allotted Kumar a 160 square yard plot in Sector-78 of Faridabad, valued at nearly Rs 28 lakh. Kumar stated that he had been paying his yearly installments on time. “In 2019, I paid an installment of nearly Rs 3.6 lakh through online mode but it was not updated in the records. Despite my repeated letters to the authority, it remained unrecorded. I paid all my installments in 2022, but I still could not take possession of the plot because the 2019 payment was not reflected, and the plot could not be registered in my name,” Kumar said, adding that he ultimately had to approach the Commission in April of this year.The Commission, in its order dated June 18, 2025, had already noted that HSVP abolished the practice of demanding original receipts after June 2017 and had switched to relying solely on online records.
