Pet quality lower-priced kittens are definitely out there, mostly when it's obvious they don't meet show standards (wrong colours, wrong fur, subpar genes, minor birth deformities) - but they're rarer than with dogs. Maybe it's easier to tell with dogs if the pup isn't going to be show standard? Generic cats are also way easier to come by, so there's less demand in general for purebred cats. They're mostly all the same size and shape and do the same things, unlike dogs which come in tiny to gigantic size, many different shapes, and have wildly different tendencies to dig/herd/loaf. I also think this family has done zero research into Sphynxes. They have extra needs, like needing to be bathed and moisturised weekly, carefully kept out of the sun, warming pads in cooler weather, and high quality food. Plus they are often very loud and need lots of attention. They are really not an ideal cat for a teenager, unless the teenager has been very involved in cat care for a while and doesn't have other major commitments like, say, school and wrestling practice...
