normalnormalnormal Haryana Chief Minister, Nayab Singh Saini on Friday factually rejected the Opposition’s allegation of a Rs. 5,000 crore scam in paddy procurement, stating that the Opposition, having no substantive issues to raise, is attempting to mislead the House with unverified claims by introducing calling attention motion on this issue.Responding to the allegations made by MLA, Ashok Arora, the Chief Minister, said that such serious accusations should be supported by credible evidence. He urged the Opposition to place any proof before the House instead of making unfounded assertions. He clarified that paddy procurement in Haryana is conducted strictly in accordance with Government of India guidelines through authorized agencies and is monitored under a robust, multi-layered system. The claim of a Rs. 5,000 crore scam, he said, is entirely without factual basis.Drawing a comparison with previous governments, the Chief Minister apprised the House that in earlier times, systemic gaps often led to irregularities that adversely affected farmers. In contrast, under the leadership of Prime Minister, Sh. Narendra Modi, the Double Engine Government, has implemented structural reforms to enhance transparency, accountability and farmer welfare. Farmers today, he said, have clarity regarding their income and are assured procurement of their produce at the Minimum Support Price.Highlighting reforms introduced by the present government, he noted that the procurement system has been digitized from the farm level, including the introduction of a digital gate-pass mechanism to enhance transparency. He also emphasized that while farmers previously had to wait for months, sometimes even up to a year, to receive payments, the current system ensures timely disbursement.The Chief Minister further said that if any instance of fake slips, duplicate entries or other irregularities has been detected, the government has acted promptly and firmly. Unlike in the past, when irregularities often went unchecked, the present system identifies discrepancies and ensures corrective action. He said that farmers are not concerned; rather, it is the Opposition that appears unsettled. He asked them to clarify what action they had taken against irregularities during their tenure. At the same time, the Chief Minister invited constructive suggestions, assuring that the government remains open to positive inputs aimed at strengthening the procurement process.Reaffirming the government’s commitment to transparency and accountability, he said that procurement operations — from the arrival of paddy in mandis to the return of rice from millers — are monitored at every stage. Complaints received are being examined, and any wrongdoing will invite strict action. He reiterated that the government will not tolerate irregularities and remains committed to continuously strengthening the system to safeguard farmers’ interests.During the Opposition’s tenure, irregularities were rampant and rarely detectedThe Chief Minister stated that paddy procurement is carried out through government agencies in strict accordance with the guidelines laid down by the Government of India, with the entire process monitored through a multi-tier mechanism. This system had been in place for years; however, the present government has introduced significant reforms.He said that from the arrival of paddy in the mandis to the return of rice by millers, checks have now been instituted at every stage. The Opposition, he remarked, is unwilling to acknowledge these reforms. During their time in office, irregular practices were commonplace and largely went unchecked. In contrast, under the new system implemented by the current state government, any malpractice is promptly detected and dealt with firmly. He further added that the government is continuously strengthening the system and is committed to making it fully robust and foolproof.He informed the House that while the system had been continuing for years, his government introduced structural reforms. From the arrival of paddy in the mandi to the return of rice from rice millers, checks have now been placed at every stage. He said that earlier irregularities continued and no one was caught, but under the new system, any irregularity is detected, and strict action is taken. He further asserted that the government is continuously strengthening the system and will make it completely foolproof.The Chief Minister further clarified that farmers register their crop on the ‘Meri Fasal Mera Byora portal’, which is duly verified to ascertain sown area and assess production accurately. Therefore, allegations that there is no effective verification mechanism on the portal are incorrect. He informed the House that during the Kharif season 2025-26, State procurement agencies procured 62 lakh 13 thousand metric tonnes of non-basmati paddy at Minimum Support Price from 3 lakh 1 thousand farmers. As per the Meri Fasal Mera Byora portal of the Agriculture and Farmers Welfare Department, a total of 30 lakh 17 thousand 968 acres under non-basmati paddy was verified in the previous season, and estimated production was assessed at 97 lakh 86 thousand metric tonnes, said Sh. Nayab Singh Saini.The Chief Minister further emphasized that the procurement policy is completely data-based. Crop arrival figures in mandis are estimated, whereas procurement figures are recorded on the basis of actual weight after cleaning and measurement.Strict Action: 12 FIRs, 75 Departmental Inquiries, 28 SuspensionsThe Chief Minister shared that complaints of irregularities were received in some mandis. During October and November 2025, joint committees were constituted in all districts, and physical verification of paddy stored in rice mills was conducted. Wherever prima facie irregularities were found, 12 FIRs were registered against concerned officers, employees, commission agents and rice millers. Investigations are being conducted impartially and transparently, and arrests of involved persons have also been made, said Sh. Nayab Singh Saini.He further shared that, additionally, the Food and Supplies Department, procurement agencies and the Marketing Board initiated departmental inquiries against 75 officers and employees, out of which 28 have been suspended. A recovery of Rs. 6 crore 37 lakh has been made from rice millers and deposited into the government treasury. Payments to labour, lifting and transport contractors associated with suspected paddy lifting have been stopped, and their role is under investigation. This clearly shows that our government does not tolerate negligence or corruption at any level, informed Nayab Singh Saini.The government’s data reflects the true on-ground realities and has not been inflated or manipulated in any mannerThe Chief Minister said that certain members have raised concerns regarding discrepancies between the figures of crop arrivals and procurement. He clarified that the arrival figures recorded at any mandi are largely based on estimates, whereas procurement figures are entered after weighment and reflect the actual measured quantity. He cited the examples of Ambala, Fatehabad, Kaithal, Karnal, and Sirsa districts, where no abnormal variation has been observed between arrival and procurement data.He said that allegations of a 30 to 50 percent discrepancy, he said, are baseless and devoid of facts. In Mahendragarh and Rewari districts, there was no paddy arrival or procurement during the Kharif marketing season 2025–26, which further underscores that the government’s data is grounded in reality and has not been artificially inflated or manipulated.The Chief Minister further stated that the Government of India had assigned the state a target of 8 lakh metric tonnes of Custom Milled Rice (CMR), permitting up to 10 percent broken rice. This target has nearly been achieved, and timely supply to the Food Corporation of India is being ensured, he said.Nayab Singh Saini said that the issue had also been raised during the December 2025 session through a Calling Attention motion, following which the government took suo motu cognizance and initiated both an inquiry and corrective measures. The double-engine government, he emphasized, believes in proactive governance rather than reactive measures, he said.E-Procurement Portal being Upgraded; Geo-Tagging, Biometric Verification and CCTV to Enhance TransparencyNayab Singh Saini said that to prevent any recurrence of irregularities, the e-procurement portal is being comprehensively upgraded. Beginning with the upcoming Rabi and Kharif marketing seasons 2026–27, several technology-driven measures will be introduced, including geo-tagged gate passes, automatic number plate recognition for vehicles, geo-fencing of mandis, warehouses and rice mills, and installation of CCTV cameras at entry and exit points.The Chief Minister said that, in addition, provisions such as biometric verification of farmers and physical inspections through a mobile application will be implemented. Physical verification will now be strictly conducted within the geo-fenced framework to ensure that designated officials carry out inspections on-site, thereby eliminating any possibility of paperwork-based formalities or manipulation. He further informed that on December 11, 2025, the per-acre yield limit was revised to ensure better alignment between actual production and procurement data.He also highlighted a landmark decision taken in the interest of pearl millet (bajra) farmers. Under the ‘Bhavantar Bharpai Yojana’, farmers are being compensated at the rate of Rs. 575 per quintal. Approximately 1.57 lakh farmers have benefited from the procurement of 6.23 lakh metric tonnes of bajra, with Rs. 358.62 crore being directly transferred into their bank accounts.Haryana’s initiative saves over Rs.700 core in fertilizer subsidyThe Chief Minister stated that the Meri Fasal Mera Byora portal has been integrated with the IFMS portal for fertilizer sales. This integration has curbed the diversion of DAP to industrial use and prevented the outflow of urea beyond the state. As a result, in less than five months, savings exceeding Rs. 700 crore have been achieved in the national fertilizer subsidy bill, an achievement made possible solely due to the Meri Fasal Mera Byora (MFMB)  portal.He said that the Central Government is encouraging other states to adopt a similar system to ensure that fertilizer subsidies reach only eligible farmers. Haryana, he noted, remains the only state so far to have successfully implemented such a mechanism.Through the MFMB. and e-procurement systems, the government has directly transferred Rs. 1.64 lakh crore into farmers’ bank accounts over the past 12 crop seasons. Reiterating the government’s commitment, the Chief Minister asserted that farmers’ rights will not be compromised under any circumstances.The Chief Minister said that strict action will be taken against anyone found guilty, regardless of position or rank. He assured the House that the government remains steadfast in protecting farmers’ interests, with farmer-centric policies, transparent processes and clear intent at the core of its governance approach.Compensation for Crop Damage will be released after Complete Verification- Chief Minister MLA  should share the list of the pending compensation with the Government; Compensation will be disbursed after verificationHaryana Chief Minister, Nayab Singh Saini said that compensation for crop damage had been transferred to farmers’ bank accounts three to four times, but the funds were returned because payments cannot be credited to incorrect accounts.He was responding to a question raised by Nuh MLA Chaudhary Aftab Ahmed regarding year-wise and district-wise details of compensation distributed for crop losses in the state from 2022 to 2026 during the ongoing Budget Session of the State Vidhan Sabha here today.The Chief Minister informed that although the compensation amount was sent multiple times, it was returned due to incorrect bank account details. He assured the House that MLAs may also verify the details at their level, while the government is simultaneously conducting its own verification. After this, the details will again be confirmed through the patwari (local revenue official), and the compensation will be released.He emphasized that the government is exercising full caution and transparency in providing compensation to eligible farmers and is following necessary verification procedures to eliminate any possibility of errors.Haryana Vidhan Sabha Passes Haryana Appropriation (No. 1) Bill, 2026During the Budget Session of the Haryana Vidhan Sabha, the Haryana Appropriation (No. 1) Bill, 2026 was today passed after discussion.The Haryana Appropriation (No. 1) Bill, 2026 has been passed to authorize the payment and appropriation of a total sum of Rs 35,02,00,000 from the Consolidated Fund of the State of Haryana for the services during the financial year ending on the March 31, 2026.Haryana Health Minister, Arti Singh Rao said that Sub-Health Centres will be constructed in several villages falling under the Assandh Assembly constituency.The Health Minister was responding to a question raised by a member during the Budget Session of the Haryana Vidhan Sabha here today.Ms. Arti Singh Rao said that the tender for the construction of the Sub-Health Centre Rahra, under Assandh Sub-Divisional Hospital, was allotted on February 16, 2026. The construction work will begin soon.She further informed that the only Sub-Health Centre in village Thal is currently functioning from a privately rented building. Administrative approval for the construction of its own building has already been issued; however, suitable land has not yet been made available. Further action will be taken once the land becomes available.She said that sub-health centres will also be constructed in villages Kherisarafali and Assandh-II of this Assembly constituency. However, suitable land for construction has not yet been made available in these villages as well. Further action in both cases will be taken after the availability of land.Replying to another question raised by a member regarding the upgradation of the Primary Health Centre in village Amin, under the Thanesar Assembly constituency, to a Community Health Centre (CHC), the Health Minister said that as per the existing norms, a CHC cannot be established there at present. However, the matter will be reviewed again, and if required, upgradation may be considered.Haryana Health Minister, Arti Singh Rao said that the construction of Primary Health Centres in villages Sagga and Samana Bahu, which fall under the Nilokheri Assembly constituency, will be completed at the earliest.The Health Minister was responding to a question raised by a member during the ongoing Budget Session of the Haryana Vidhan Sabha here today.Ms. Arti Singh Rao said that in village Sagga, the construction work of the Primary Health Centre building had been stopped by the agency after completing approximately 38 percent of the work. The Public Works Department terminated the contract of the concerned agency on July 5, 2023. After the revised administrative approval, the tendering process is expected to be completed within three months, and the remaining construction work of the PHC building is likely to resume within six months.Responding to another question regarding the stalled construction of the PHC building in village Samana Bahu, the Health Minister informed that the contract agency had stopped work after completing 70 percent of the construction and had filed a petition in the High Court due to a dispute with the Public Works Department. The department terminated the agency’s contract on June 20, 2024. She assured that it may take approximately six months for the construction work of this PHC building to resume construction, and thereafter around 12 months to complete it.Replying to a question raised by another member, she said that at present there is no proposal under consideration to construct a 50-bed hospital in Sector-56, Faridabad. A re-investigation will be conducted into the matter and further action will be taken if required.Haryana’s Public Works (Buildings & Roads) Minister, Ranbir Gangwa, said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the state has witnessed historic progress in the road sector. Works related to road widening, strengthening, and four-laning are being carried out at a rapid pace across the state, ensuring smoother traffic flow and accelerating regional development. He said the government’s objective is to connect every district with a better and safer road network.Public Works (Buildings & Roads) Minister Ranbir Gangwa was replying to a question asked by MLA Mohd. Ilyas during the ongoing Budget Session of the Haryana Vidhan Sabha.Gangwa informed that the road connecting Hodal to Pataudi, which is an important traffic corridor in South Haryana, is under consideration for four-laning. The project will be implemented in two phases.He stated that in the first phase, administrative approval amounting to ₹616.01 crore has been granted under the National Capital Region Planning Board (NCRPB) for four-laning the road from Hodal to Bilaspur Chowk via Nuh, from km 0.00 to km 71.00. Approximately 80 hectares (197.6 acres) of land is required for this work, which is currently under process with the Forest Department. Tenders will be invited after obtaining forest clearance and loan approval from NCRPB.He further informed that in the second phase, administrative approval of ₹476.07 crore has been granted for four-laning the stretch from Bilaspur Chowk to Kulana via Pataudi, from km 71.00 to km 96.00. This proposal is presently under consideration of the Standing Finance Committee. Around 27 hectares (66 acres) of land is required for this stretch. After securing forest clearance and loan approval from NCRPB, the tendering process will be completed and the four-laning construction work will commence at the earliest.Haryana Agriculture and Farmers’ Welfare Minister, Shyam Singh Rana said that under the Cotton Production Incentive Scheme in the state, farmers cultivating desi cotton are being provided an incentive amount of Rs. 3,000 per acre.The Minister was responding to a question raised by a Member during the Budget Session of the Haryana Vidhan Sabha here today.He said that during Kharif 2025, an area of 8 lakh 90 thousand acres under cotton crop was verified, while under desi cotton, 16,801 acres were verified on the “Meri Fasal Mera Byora Portal.”The Agriculture Minister said that in Haryana, procurement of desi cotton and BT cotton is undertaken by the Cotton Corporation of India at the Minimum Support Price from registered and verified farmers through the “Meri Fasal Mera Byora Portal,” subject to the produce meeting the prescribed fair average quality standards. He added that most of the time, the market price of desi cotton remains higher than the Minimum Support Price, due to which farmers consider it more suitable to sell their produce to private traders.Rana further said that the State Government is continuously making efforts to promote crop diversification in order to reduce excessive cultivation of rice. For this purpose, through various schemes and incentives, farmers are being provided Rs. 8,000 per acre as incentive for cotton, maize, pulses and other less water-intensive crops. Besides this, under the Cotton Production Incentive Scheme, farmers cultivating desi cotton are also being provided Rs. 3,000 per acre as incentive.Revenue and Disaster Management Minister Vipul Goel informed the House that compensation for crop losses from the year 2022 to 2026 has been distributed by the government.During the ongoing budget session of Haryana Vidhan Sabha here today, Revenue and Disaster Management Minister Sh. Vipul Goel was responding to a question raised by a member.He stated that due to natural disasters causing crop damage in the state, an amount of approximately ₹494.05 crore was approved as compensation during 2022–23, which was sanctioned to the Deputy Commissioners for distribution through the manual mode. In 2023–24, ₹720.29 crore was approved for crop loss in the state. From Rabi 2023 onwards, the compensation amount has been distributed directly to beneficiaries through DBT via the Kshatipurti Portal.In 2024–25, ₹265.57 crore was approved for crop damage, while in 2025–26, ₹168.74 crore was approved for crop loss.He further informed that in some cases, compensation could not be disbursed to certain farmers due to errors, non-submission of bank account details, or other reasons. However, the department has instructed Patwaris to ensure that such errors are rectified promptly so that the allocated amount can be disbursed.Dabwali Stadium to Be Renovated – Minister of State for Sports Gaurav GautamHaryana’s Minister of State for Sports, Gaurav Gautam, said that for the renovation of the stadium in Dabwali city, district sports officer has prepared an estimate of ₹1 crore and sent it to the Haryana Shehri Vikas Pradhikaran (HSVP). The proposal has been forwarded, and the renovation work of the stadium will be undertaken soon.The Sports Minister was replying to a question raised by a member of the House during the Budget Session on Friday.He stated that in Sirsa district, there are Shaheed Bhagat Singh Sports Complex and Chaudhary Dalbir Singh Indoor Stadium. In Dabwali, Shri Guru Gobind Singh Sports Complex, and in Chautala, Chaudhary Sahib Ram Stadium function as sub-divisional level sports stadiums.He further informed that in Sirsa district, there is one residential sports nursery and 50 sports nurseries. There are 21 coaches and junior coaches in Sirsa. A facilitation centre is also operational at Shaheed Bhagat Singh Stadium in Sirsa.Haryana Social Justice and Empowerment Minister, Krishan Kumar Bedi said that the Government of India, on September 08, 1993, had fixed the criteria for excluding the creamy layer from the Other Backward Classes (OBCs). The income and property limits have been revised from time to time, while no changes have been made in the other criteria.The Minister was responding to a question raised by a member during the Budget Session of the Haryana Vidhan Sabha here today.Bedi said that in the year 2017, the Government of India revised the income limit for the creamy layer to Rs. 8 lakh per annum. Accordingly, the Haryana Government also fixed the income limit at Rs.8.00 lakh per annum through a notification dated July 16, 2024.He informed the House that, as per the directions of the Central Government, the State Government is providing all types of benefits to people belonging to the Other Backward Classes.Haryana’s Irrigation and Water Resources Minister, Shruti Choudhry, clarified in response to a question asked in the Assembly that there is no fixed practice of carrying out annual desilting of rivers before every monsoon season in the state.She stated that in recent years, continuous heavy rainfall and flood situations have led to large-scale accumulation of silt in the rivers. Keeping this in view, desilting work was undertaken during 2025 as a special developmental activity to enhance the water carrying capacity of the Tangri and Markanda rivers and to reduce the risk of floods. Before June 30, 2025, approximately 5.50 lakh cubic meters of soil was removed from the Tangri river and about 37,500 cubic meters from the Markanda river.In addition, prior to the monsoon of 2026, it has been proposed to remove approximately 53.85 lakh cubic meters, 10.94 lakh cubic meters, and 0.60 lakh cubic meters of silt from the Tangri, Markanda, and Begna rivers, respectively. Efforts are being made to reduce traffic congestion and enhance road safety through the construction of underpasses and overbridges at various railway crossings across the state. In this sequence, the process for construction of an underpass on Kachcha Beri Road is being taken forward.Public Works (Buildings & Roads) Minister Ranbir Gangwa was replying to a question asked by MLA Sh. Bharat Bhushan Batra during the Budget Session of the Haryana Legislative Assembly.He informed that the proposal for constructing an underpass at the railway crossing located on Kachcha Beri Road is under consideration. In this regard, the General Arrangement Drawing (GAD) has already been approved by the Railway Department. The work will be executed by the Railway Department as a deposit work on behalf of the State Government.He further stated that administrative approval amounting to ₹1,346.60 lakh has already been granted for the construction of the underpass. The project also involves 1 kanal 17 marla of land belonging to the Haryana State Agricultural Marketing Board (HSAMB). The process of transferring this land in the name of PWD (B&R) is underway. Once the land is made available, tenders will be invited and the construction work will commence shortly.Haryana’s Public Works (Buildings & Roads) Minister Ranbir Gangwa said that the State Government is continuously working to accelerate the development of roads and bypasses in Haryana.He stated that land is required for the construction of any road or bypass, which the government purchases through the e-Bhoomi portal.Public Works (Buildings & Roads) Minister Ranbir Gangwa was replying to a question asked by MLA Sh. Bharat Bhushan Batra during the Budget Session of the Haryana Legislative Assembly.He informed that for the construction of the Kosli Bypass, the government in 2024 decided to purchase 23.09 acres of land at the rate of ₹60 lakh per acre through the High-Level Land Purchase Committee. So far, 67 percent of landowners from Shahadat Nagar village and 51 percent from Dhania village have submitted their affidavits. Some land in Dhania village is still pending.He appealed to the MLA to coordinate with the landowners and facilitate the availability of land so that the bypass construction work can commence at the earliest.Haryana’s Food, Civil Supplies and Consumer Affairs Minister, Rajesh Nagar, said that the State Government is procuring the produce of all crops of Haryana farmers at the Minimum Support Price (MSP) through a transparent and online system. The procurement of paddy is carried out by government agencies in accordance with the guidelines issued by the Government of India.Minister of State Rajesh Nagar was replying to a Calling Attention Motion in the Haryana Legislative Assembly today. He informed that the government has been closely monitoring the paddy procurement process from the very beginning. In all districts of the state, joint committees were constituted and during the months of October and November 2025, physical verification of paddy stored in rice mills was conducted during the procurement process itself. Irregularities related to shortage of paddy detected during the physical verification were taken seriously.After preliminary inquiries in the concerned districts, wherever prima facie irregularities were found, a total of 12 FIRs were immediately registered against the concerned officers/employees, commission agents (arhtiyas), and rice millers. Additionally, departmental inquiries have been initiated against 75 officers/employees by the Food Department, procurement agencies, and the Marketing Board.He further stated that through the efforts made by the State Government, a recovery of approximately ₹6.37 crore has been made from rice millers and deposited into the government treasury. Nagar reiterated that the government is fully committed to safeguarding the interests of farmers.For the upcoming Rabi season 2026–27, the procurement process in the state is being further strengthened through measures such as revision of yield data, geo-tag/QR code-based gate passes via a mobile app, automatic vehicle capture, geo-fencing of mandis/procurement centers, warehouses and rice mills, installation of cameras at entry and exit gates of mandis, and biometric verification of farmers.The Minister informed the House that during the upcoming Kharif procurement season 2026–27, in addition to the above reforms, physical inspections of rice mills and warehouses will also be conducted through the mobile app to further strengthen the procurement process.State Government Considering Service Security for Contractual and Part-Time Teachers in Haryana Universities: Education Minister Higher Education Department has constituted a committee and initiated the processHaryana Education Minister Mahipal Dhanda stated that the State Government is considering preparing a draft “Service Security Bill” for professors working on a contractual basis in state universities. Consultations in this regard are being held with other concerned departments.Dhanda was replying to a question raised by two members during the ongoing session of the Haryana Legislative Assembly.The Education Minister informed that the department had received representations from the Haryana Universities Contractual Teachers Association (HUCTA) and the Haryana Universities Part-Time Teachers Association (HUPTTA). These organizations have demanded the enactment of a law on the lines of the 2024 Service Security Ordinance. The proposal seeks to provide service security to teachers up to the age of 60 years.Mahipal Dhanda stated that the State Government has taken the matter seriously and initiated further action. With the approval of the Chief Minister, a committee was constituted, appointing the Vice-Chancellor of Maharshi Dayanand University, Rohtak as Chairman; the Registrar of the same university, the Registrar of Gurugram University, and the Dean Academic Affairs of Kurukshetra University were nominated as members.He informed that the committee was assigned the responsibility of preparing a detailed report covering all aspects related to service security of the concerned teachers. After receiving the report, the matter was again sent to the Chief Minister for consideration. Subsequently, on July 29, 2025, an important meeting was held under the chairmanship of the Chief Minister’s OSD to deliberate on the issue. After detailed discussions, it was decided that comprehensive data of the entire academic staff working in state universities should be collected in a prescribed format.The Education Minister further stated that the Directorate of Higher Education issued a letter to all state universities on July 30, 2025, seeking the required information. The data received from the universities was compiled and the complete report was forwarded to the Chief Minister for further action.Thereafter, the Chief Minister suggested that the recommendations of the committee should also be examined by other concerned departments. Accordingly, on December 9, 2025, suggestions and comments were sought from various departments including the Medical Education and Research Department, AYUSH Department, Youth Empowerment and Entrepreneurship Department, Animal Husbandry and Dairying Department, Agriculture and Farmers’ Welfare Department, and the Sports Department, in order to formulate a comprehensive policy.He added that the required information was not received from all departments within the stipulated time.
