Reaffirming the government’s commitment to providing world-class, safe, and modern public transportation facilities, Nayab Singh Saini termed the latest developments as transformative milestones in Haryana’s urban transport history.The Chief Minister informed the House that in a meeting held on February 24, the government approved the final alignment of the Gurugram–Faridabad–Noida–Greater Noida Namo Bharat RRTS-cum-Metro Corridor. The Detailed Project Report (DPR) is being finalized, and directions have been issued to the National Capital Region Transport Corporation (NCRTC), the Government of India agency responsible for executing the project. He said that the project aligns with the vision of the Prime Minister, Sh. Narendra Modi, under the “Namo Bharat” initiative, aims to connect major economic hubs across the country through fast, safe, and modern transit systems.Divulging more details, the Chief Minister said the proposed corridor will span approximately 64 kilometers, with nearly 52 kilometers falling within Haryana. More than just a rail line, the project is envisioned as a transformative regional mobility network integrating key economic centers such as Gurugram, Faridabad, and Noida within the NCR. It will offer seamless and high-speed travel to lakhs of commuters, significantly reduce traffic congestion, and contribute positively to environmental sustainability.He said that in the Gurugram segment, an integrated RRTS and Metro section of about 14.5 kilometers has been approved between IFFCO Chowk and Gwal Pahari. Key stations will include Sector-29, Millennium City Centre, Sector-52, Wazirabad, Sector-57, and Sector-58/61. This section will interconnect with the Delhi Metro Yellow Line, the Gurugram Metro Corridor, and the Rapid Metro network, ensuring seamless multi-modal connectivity. The objective is not only to reduce travel time but also to integrate the entire city’s transit ecosystem.The Chief Minister said that similarly, in the Faridabad region, an integrated section of approximately 16 kilometers has been approved from Sainik Colony to Badshahpur. This stretch will cover important areas, including the NIT region, Bata Chowk, Sectors 12 to 15, and key parts of New Faridabad. It will connect with the Delhi Metro Violet Line, further strengthening regional connectivity and accelerating both industrial and residential development.The Chief Minister emphasized that the project prioritizes not only infrastructure development but also public convenience and environmental balance. Noise barriers will be installed on viaduct sections constructed within urban areas to minimize sound pollution and preserve the quality of life alongside modern transit expansion.He said that the corridor will open new avenues for investment, employment generation, and balanced urban growth in Haryana. Considering the rising population and increasing traffic pressure in cities like Gurugram and Faridabad, the project is being designed to meet future mobility demands. With close coordination between the Central and State Governments, the administration is committed to ensuring timely execution, said Sh. Nayab Singh Saini.Reassuring the House, the Chief Minister said that the DPR will be finalized at the earliest to accelerate implementation, ensuring that citizens of Haryana benefit from world-class, safe, and modern public transport. He described the initiative not merely as a transport project, but as a decisive step toward connecting Haryana’s future.Ownership Rights to be Granted to Residents of Chhachhrauli, announces CMAlongside the transport announcement, the Chief Minister made another pivotal announcement concerning land ownership in Chhachhrauli. He shared that the land under Khasra numbers 125, 152, and 134 has remained under government ownership since 1887. However, the land has long been recorded as ‘Gair Mumkin Aabadi’, and residents have constructed houses there for decades. Registrations of these properties continued until 2020.He said that residents had also approached former minister, Kanwar Pal, regarding the issue and acknowledging their demands, the government has now decided to grant ownership rights to eligible families. After verification of on-site possession through official records and surveys, rightful ownership will be conferred upon long-settled residents, he said.Government always Open to Constructive Debate; Opposition Resorting to Misinformation Campaign-CM Haryana Chief Minister, Nayab Singh Saini asserted that the State Government has always remained committed to democratic dialogue and has never shied away from discussion. However, he expressed concern that the Opposition continues to mislead the public through what he described as a series of unfounded and politically motivated allegations.While responding to the allegations made by Leader of the Opposition Bhupinder Singh Hooda regarding the alleged “house arrest” of party workers, the Chief Minister categorically denied the claims.Speaking in the House during the ongoing budget session of the state Vidhan Sabha, the Chief Minister clarified that the police had neither detained nor restricted any individual. He further said that even the pictorial visuals presented in the House did not substantiate the charge.The Chief Minister said that the Opposition has increasingly relied on sensational claims rather than substantive issues. He cited previous allegations concerning EVM tampering and so-called vote theft, which, he said, lacked factual backing. The recent “house arrest” claim, he added, appeared to be yet another attempt to create confusion among the public.Referring to an earlier allegation that 600 votes were registered from a single household, he informed the House that after such tall claims, the media verification had found the claim to be baseless. Such repeated assertions without evidence, he remarked, indicate a lack of concrete development-related issues to raise against the government, he said.Reaffirming the government’s democratic commitment, the Chief Minister stated that the Opposition is fully entitled to question the government, but such criticism must be grounded in facts and raised through proper forums. He also mentioned that the High Court had taken cognizance of road blockades during the recent protest. The Chandigarh Administration had designated a specific site in Sector 25 for demonstrations, and the Opposition was free to protest at the approved location, said Sh. Nayab Singh Saini reaffirmed that the State Government is acting with complete seriousness under a zero-tolerance policy and will not spare anyone attempting to ruin the future of the youth. He made it clear that no individual has the right to push youth into addiction, and the harshest possible legal action is being taken against such anti-social elements.Speaking during the ongoing Budget Session of the State Vidhan Sabha on Wednesday, the Chief Minister said the government has adopted a coordinated inter-state strategy to curb drug abuse. A Joint Secretariat has been established comprising Punjab, Himachal Pradesh, Haryana, Rajasthan, Uttar Pradesh and Delhi to strengthen coordination and intelligence sharing. Regular meetings of officers from these states are held, and the Haryana Police is targeting drug networks at their roots. Enforcement measures are continuously reviewed to ensure strict implementation, he said.The Chief Minister said that under the guidance of the Union Home Minister, Amit Shah, decisive steps are being taken to curb drug abuse and trafficking. The Central Government’s MANAS portal enables citizens to report drug-related activities confidentially. All information received through the portal is kept strictly confidential, and prompt action is taken on credible inputs, he said.Emphasizing the broader social concern, the Chief Minister said youth are an invaluable asset of the state and the nation. If young people fall victim to drug abuse, the future of society is seriously affected. To counter this threat, the government has launched extensive public awareness campaigns across Haryana, he said.The Chief Minister further said that cyclothons, district-level awareness camps and large-scale marathons are being organized regularly. He shared that district marathons witness participation of 25,000 to 30,000 youth. Recently, a major marathon held in Dabwali also saw thousands of young participants.The Chief Minister said that to transform the campaign into a people’s movement, saints and spiritual leaders have been actively associated with the initiative to spread awareness about the harmful consequences of drug abuse through their discourses. Khap panchayats have also been involved in the campaign, particularly during cyclothons and other awareness drives, strengthening grassroots participation, shared Sh. Nayab Singh Saini.Reiterating the government’s firm resolve, the Chief Minister stated that properties of offenders have been attached, illegal constructions linked to drug activities have been demolished, and individuals and institutions involved in spreading drug abuse have been booked and sent to jail. Immediate action is taken wherever credible information is received to ensure the safety of the youth.He urged all legislators and public representatives to rise above politics and actively support the anti-drug campaign. Cooperation in sharing information and assisting law enforcement agencies is essential to ensure effective action against drug traffickers, he said.The Chief Minister said that the vision of a Viksit Bharat envisioned by Prime Minister, Sh.  Narendra Modi can only be realized when the nation’s youth are empowered, healthy and free from drug abuse. The State Government, he affirmed, remains fully committed to protecting the bright future of its young generation.Classes in Armed Forces Preparatory Institute Charkhi Dadri will Commence from April 1, 2027 Institute to operate from Kisan Model School Building; Entrance Exam proposed in December 2026Haryana Sainik and Ardh-Sainik Welfare Minister, Rao Narbir Singh, has announced that regular classes at the Armed Forces Preparatory Institute, Charkhi Dadri will commence from April 1, 2027.The Minister was replying to a question raised by a member during the ongoing Budget Session of the Haryana Vidhan Sabha here today.He informed the House that the establishment of this institute was announced last year by the Chief Minister in his Budget speech.He further said that, in the initial phase, the institute will operate from the building of Kisan Model School. The formal process of transferring the building and other formalities from the Education Department is expected to be completed during 2026 so that the institute’s activities can begin as per the stipulated timeline.Rao Narbir Singh also shared that, as part of the admission process, an entrance examination will likely be conducted in December 2026. Through this institute, youth will be provided quality guidance and training to prepare for recruitment in the Armed Forces and paramilitary forces.Expressing confidence in the initiative, the Minister said it will create better career opportunities for the youth of the state in defence services and further strengthen Haryana’s proud military tradition.‘Mhari Sadak’ App accelerates Road Repairs- Ranbir Gangwa 5,000 Kilometres of Roads to be included in work programme in line with CM’s VisionHaryana Public Works (Buildings & Roads) Minister,  Sh. Ranbir Gangwa said that Chief Minister, Sh. Nayab Singh Saini is firmly committed to ensuring that roads across the state are safe, smooth, and convenient for the public. In pursuit of this objective, the ‘Mhari Sadak’ mobile application was launched on October 4, 2025, to bring greater transparency and speed to the resolution of road-related complaints. He further informed that 5,000 kilometres of roads will be included in the 2026 work programme to further strengthen the state’s road infrastructure.The Minister was responding to a question raised during the Budget Session of the Haryana Vidhan Sabha here today.He informed the House that under the Right to Service Act, 2014, the Public Works Department has officially notified the repair of minor potholes in the Gazette and fixed a specific timeline for redressal.He said that for minor pothole repairs, a Junior Engineer (JE) has been given a time limit of 10 days. If the issue is not resolved within this period, it is automatically escalated to the Sub-Divisional Officer (SDO) and the Executive Engineer (XEN). It has been made mandatory to resolve the complaint within 12 days and upload proof of compliance on the app, ensuring accountability at every level.The Minister shared that so far, 37,368 complaints have been received through the app. Out of these, 19,523 complaints have been resolved, while 2,285 were rejected. Most of the rejected complaints pertained to village streets, which fall outside the jurisdiction of the department.He further stated that strict action has been taken against 19 officers for negligence in duty. He clarified that once a complaint is registered on the app, it is automatically forwarded to the concerned department—whether the road falls under the Public Works Department (PWD), Urban Local Bodies (ULB), HSVP, HSIIDC, the Marketing Board, Zila Parishad, or any other authority.Ranbir Gangwa reaffirmed that the government remains committed to strengthening road infrastructure and providing better facilities to citizens, and that the ‘Mhari Sadak’ app has emerged as an effective and transparent initiative in this direction.Haryana Irrigation and Water Resources Minister, Smt. Shruti Choudhry, said that a Pump House with a discharge capacity of 25 cusecs has been proposed to be installed at RD 39900/R of Sirsa Branch. So that, during the monsoon season flood water near Samana Bahu and surrounding villages of Nilokheri could be discharged into the Sirsa Branch.The estimated cost of this project is approximately Rs. 1.8 crore, and it has been targeted for completion by June 30, 2026.The Minister was responding to a question raised during the ongoing Budget Session of the Haryana Vidhan Sabha here today.Haryana Health Minister, Ms. Arti Singh Rao, while speaking during the ongoing budget session of the Haryana Vidhan Sabha, said that the State Government has undertaken a series of comprehensive measures to prevent and control drug abuse across Haryana. She said the government has adopted a multi-pronged strategy that combines treatment of affected youth, prevention initiatives, public awareness campaigns, and strict enforcement.Referring specifically to Sirsa district, she stated that in 2025, the Drug Control Administration conducted 174 raids. As a result, 16 chemist shops were sealed, 6 licenses were suspended, and 12 licenses were cancelled. Out of 1,708 chemist shops in the district, CCTV cameras have already been installed in 1,650 chemist shops.The Minister said proactive measures have been taken to curb drug abuse in the Sirsa district. She informed the House that under the Haryana Drug Abuse Monitoring System (HDAMS), patients affected by substance abuse are registered and tracked online using Aadhaar-linked identification to prevent duplication and misuse. Standard treatment guidelines have also been issued to ensure uniform and quality care across all government and private de-addiction centres, she said.She further shared that in 2025, a cultural initiative named Namak Lota Jattha, a symbolic ritual of resistance against drugs. More than 5,000 people have participated in this campaign so far. Additionally, a social media campaign encouraged participants to symbolically discard dirty water as a sign of quitting substance abuse, take a pledge, and nominate others. The campaign received over 3.9 million views and saw participation from more than 2 lakh individuals.Providing further details, she said that in 2025, the SEWA Department in Sirsa organised pledge-taking and awareness activities involving 1,200 officials, 25,000 women, and 62,000 youth. A total of 10,145 pledges were recorded on the NMBA portal.The Civil Hospital, Sirsa, has the capacity to treat around 3,000 indoor patients annually. In 2023, 10,751 OPD and 730 IPD patients were treated, while in 2024, 12,552 OPD and 771 IPD patients received treatment.The Minister added that human resources have been strengthened in Sirsa to combat substance abuse. A dedicated mental health team is operational in the district, comprising psychiatrists, clinical psychologists, psychiatric social workers, community nurses, and psychiatric nurses. This team conducts awareness programmes and provides comprehensive treatment and follow-up care to affected patients, she shared.The Minister said that currently, three psychiatrists are posted in the district. Six MBBS medical officers have received specialised training in mental health and de-addiction services from the Postgraduate Institute of Medical Education and Research, Chandigarh, and the National Institute of Mental Health and Neurosciences, Bengaluru, enhancing the district’s clinical and supervisory capacity in managing substance use and mental health disorders, she informed.Acknowledging that Sirsa has been affected by substance abuse, the Minister said that the Food and Drug Administration of Haryana is continuously monitoring and regulating the sale of illegal drugs, including Tapentadol and Pregabalin.She said that at the District Civil Hospital, Sirsa, a 50-bed de-addiction centre has been approved, with adequate staff and medicines available as per patient load. A 100-bed de-addiction centre is under construction at Baba Sarsai Nath Government Medical College. Proposed plans include a 10-bed centre at SDH Rania, a 20-bed centre at Civil Hospital Ellenabad, a 50-bed rehabilitation centre by the Social Justice and Empowerment Department, and a mobile medical unit to extend services to rural areas, shared the Minister.Arti Singh Rao said that under the National Action Plan for Drug Demand Reduction (NAPDDR), approvals have been granted in Sirsa for an ATF-OPD-based treatment facility, a 15-bed Integrated Rehabilitation and Counselling Centre (IRCA), and an Outreach and Drop-In Centre providing screening, counselling, primary healthcare support, harm reduction services, and referrals to de-addiction and rehabilitation centres.She said that a Community Peer-Led Intervention (CPLI) programme has also been approved to prevent early substance use among adolescents through peer education, life skills training, counselling, referrals, and awareness activities.The Minister said that under the National Health Mission, the District Mental Health Programme provides treatment, training, and awareness, while the National Adolescent Health Programme works on prevention and control of substance abuse among youth aged 10 to 19 years. At present, Sirsa has 3 government-run centres (75 beds) and 18 private centres (165 beds).She further stated that the Tele-MANAS programme is operational across the state, including Sirsa. The 14416 helpline provides confidential counselling, referrals, and access to free government treatment. So far, 12,585 calls have been received, including 1,485 from Sirsa district. To ensure grassroots integration, Community Health Officers posted at 90 Ayushman Arogya Mandirs have been trained under the Neurological and Substance Use Disorder Management package, shared Ms. Arti Singh Rao.The Minister said that additionally, a 10-bed de-addiction centre is functional at Sub-Divisional Civil Hospital Dabwali and a 15-bed centre at Kalanwali. An addiction treatment facility under the All India Institute of Medical Sciences, New Delhi, was approved at Civil Hospital, Sirsa, on March 30, 2024, to provide OPD services for substance use disorders.Arti Singh Rao shared that a Tobacco Cessation Centre has been operational at Civil Hospital Sirsa, since July 20, 2023. Three OPD-based Opioid Substitution Therapy (OST) centres are functioning—one at Civil Hospital, Sirsa, since March 1, 2014, and others at SDH Dabwali and SDH Rania since December 15, 2022.The Minister also highlighted that the Chief Minister has launched the “Mukhyamantri Jagrit Gram Puraskar Yojana,” under which villages declared drug-free are awarded prize money of Rs. 51 lakh, Rs. 31 lakh, and Rs. 21 lakh for first, second, and third positions respectively. The awarded amount is utilised for village development works.Arti Singh Rao urged members across party lines to cooperate with the government in eliminating drug abuse from the state at its roots.State Government committed to providing facilities to sportspersons: Gaurav GautamHaryana Minister of State for Sports, Gaurav Gautam, said that the State Government is committed to providing better facilities to sportspersons.The Minister was responding to a question raised by a member during the ongoing Budget Session of the Haryana Vidhan Sabha here today.He informed the House that in March 2008, the Sports Department had released an amount of Rs.12.67 lakh to the District Sports Council, Sirsa, for the construction of a sports stadium in village Masitan. The stadium was constructed by the Gram Panchayat in 2009.He further said that, on the request of the Gram Panchayat, the Sports Department approved Rs. 20.65 lakh in February 2010 and an additional Rs. 18.96 lakh in May 2017 to the District Sports Council, Sirsa, for the construction of a multipurpose hall in village Masitan. However, an investigation is going on regarding the construction of this hall, due to which the construction work is pending.Haryana Urban Local Bodies Minister Sh. Vipul Goel informed the House that, regarding the proposal to constitute Chhachhrauli as a Municipal Committee, the Deputy Commissioner of Yamunanagar has been requested to provide detailed information regarding the area and population of the proposed municipality.The Minister was responding to a question raised by a member during the ongoing Budget Session of the Haryana Vidhan Sabha here today.He further said that Chief Minister, Nayab Saini has also given his consent on this matter. As per rules, further necessary action will be taken after the completion of the new Census and the required formalities thereafter.Haryana Urban Local Bodies Minister, Sh. Vipul Goel announced that the long-pending conveyance deeds of houses allotted to economically weaker families in Ballabhgarh will be completed through a special camp soon.He informed that nearly 40 years ago, 1,624 houses were allotted to poor families in Janata Colony, Ballabhgarh. The process of executing the property registrations (registry) for these houses will now be carried out shortly by organizing a dedicated camp to ensure speedy resolution.The Minister was responding to a question raised during the Budget Session of the Haryana Vidhan Sabha here today.He further said that the matter has also come to the notice of Chief Minister, Nayab Singh Saini and will be resolved at the earliest. He explained that the houses were allotted on an installment basis. While some beneficiaries completed their payments on time, others were unable to do so.The Minister said that families who have cleared all their installments will have their conveyance deeds processed without delay. For those who could not make timely payments, relief in the form of an interest waiver will be considered as per requirement, so that they too can regularize their ownership, he said.The Minister assured that the government is committed to safeguarding the interests of poor families and ensuring they receive rightful ownership of their allotted homes.Haryana Irrigation and Water Resources Minister, Smt. Shruti Choudhry, informed the House that two projects worth Rs.1650.00 lakh have been approved for draining flood water from the fields of Sarangpur and Mahalsara villages in the Adampur Assembly constituency. In addition, one project worth Rs. 421.00 lakh has been approved for draining flood water from the fields of Arya Nagar, Tokas, and Pattan villages in the Nalwa Assembly constituency. These approvals were granted in the 57th meeting of HSDR-FCB.The Minister was responding to a question raised during the Budget Session of the Haryana Vidhan Sabha here today.She said that in the remaining affected villages of the area, temporary arrangements were made for water drainage by installing EP/DP pumps. The situation will be reviewed during the upcoming monsoon season, and if required, proposals for additional flood control schemes will be placed in the next meeting of HSDR-FCB to ensure a permanent solution to the problem.She further informed that Chief Minister, Sh. Nayab Saini had recently announced that the carrying capacity of the Hisar Ghaggar Drain would be increased, which would provide a solution to the waterlogging problem in Hisar, Sirsa, and Fatehabad districts.Haryana moving swiftly towards becoming a Gate-Free Railway Crossing StateHaryana Public Works (Buildings & Roads) Minister, Sh. Ranbir Gangwa said that in line with the vision of Chief Minister, Nayab Singh Saini, the State Government is consistently working to strengthen the traffic infrastructure across Haryana. He emphasized that at locations where railway level crossings need to be replaced with Railway Overbridges (ROBs) or Railway Underbridges (RUBs), construction is being given priority.The Minister stated that regular meetings are being held with the Ministry of Railways to expedite coordination, with the objective of transforming Haryana into a gateless railway crossing state.He was responding to a question raised during the Question Hour of the Budget Session of the Vidhan Sabha here today.The Minister informed the House that proposals for the construction of ROBs/RUBs at Railway Crossing No. 21-C (Chhotu Ram Nagar), 22-C (Parnala), and 24-C (Barahi) in the Bahadurgarh area are currently under consideration by the government.He further explained that at these three crossings, approximately 30 to 33 feet of Right of Way (ROW) is available. However, due to dense habitation on both sides, construction of a conventional RUB is technically unfeasible. In such circumstances, a U-shaped RUB on railway land is considered the most practical solution. The process of obtaining necessary approvals and coordination with the Railway Ministry is underway.The Public Works Minister reiterated that the State Government’s objective is not only to ensure smoother traffic flow but also to eliminate accidents occurring at railway crossings. He assured that once all required formalities are completed, these projects will be taken forward on priority.Major Step to Ease Traffic Congestion in Faridabad; Elevated Flyover Proposed from Ballabhgarh to Pali Rs. 500 Crore Project Under Consideration on CM’s DirectionsHaryana Public Works (Buildings & Roads) Minister, Ranbir Gangwa said that the State Government is taking concrete steps to address the growing traffic congestion in Faridabad. Acting on the directions of the Chief Minister, Sh. Nayab Singh Saini, the government is exploring the feasibility of constructing an elevated flyover from Ballabhgarh to Pali under the Public-Private Partnership (PPP) mode.The Minister was responding to a question raised during the Budget Session of the Haryana Vidhan Sabha here today.He informed the House that the proposed elevated corridor will have a total length of approximately 8.2 kilometres. The project envisages a two-lane elevated flyover, along with 7-meter-wide service roads on both sides. The corridor will be developed along the Ballabhgarh–Pali–Dhauj–Sohna Road up to RD number 9.085.The Minister shared that the estimated cost of this ambitious project is around Rs. 500 crore. To move the proposal forward, tenders will soon be invited for the appointment of a consultant to prepare the Detailed Project Report (DPR). An estimated amount of Rs. 105.37 lakh has already been prepared and sent for administrative approval for the preparation of the DPR. He further stated that there is also a proposal to construct a service road up to the Harchandpur Distributary, and its feasibility is currently being examined.The Minister emphasized that once implemented, the project will significantly strengthen traffic management in the Faridabad region, ensure smoother connectivity, and accelerate overall regional development.Haryana Development and Panchayat Minister, Krishan Lal Panwar, replying on behalf of Transport Minister, Anil Vij during the Budget Session of the Haryana Vidhan Sabha here today, informed the House that Pehowa is a sub-depot of Haryana Roadways, Kurukshetra.He said that the Pehowa Bus Stand was established in 1983 on 2 acres, 7 kanals and 2 marlas of land. A six-bay bus stand was constructed there. The bus stand is located approximately 30 kilometres from the main bus stand of Kurukshetra and is providing transport facilities to passengers in the region.The Minister further informed that some time ago, repair and renovation work of the bus stand was carried out by the Haryana Police Housing Corporation at a cost of Rs.1,64,32,000. With this renovation, improved facilities are now being provided to passengers and the infrastructure of the bus stand has been strengthened.He said that the State Government is continuously working to strengthen the transport infrastructure across Haryana to ensure safe and convenient travel facilities for the general public.Slaughterhouses operate as Licensed Industrial Units; Permission Granted Strictly as per Norms: Rao Narbir SinghHaryana Forest and Environment Minister, Rao Narbir Singh, said that slaughterhouses are presently operating as licensed industrial units, and any individual may apply for a license in accordance with prescribed rules and standards.
