I have videos fom a Sony Camcorder recorded in MiniDV format (4:3, 720x576 PAL, 25fps). I have used Hybrid to deinterlace and upscale x2. And then I have used my legacy Topaz Video AI v 5.5.1 to upscale. It is not as good as Starlight - but I can't afford (atm) a laptop capable of running Stralight locally OR the cost of credits. I've seen posts on this forum that say that there are other cheap/free alternatives to Topaz. I've looked at some of them. So far they are either too complicated for me to use or they don't produce anything especially better that Topaz AI v.5.51 or close to Starlight.
