Having worked for a major credit card company many many years, it is not fraud. Knowingly buying merchandise and giving it to the intended recipient, and finding after the fact it was used in an alternative way is a legal issue, not a fraud issue. If you donate items to charity you will receive a tax form to claim as a deduction on your taxes.
